장애학생에 대한 대학교육의 기회를 확대하여 대학교육을 통해 이들에게 전문적인 직업재활을 도모하는 것은 중요한 교육적, 사회적 과제로 대두되고 있다. 본 연구는 대학에서 실시하고 있는 특수교육대상자를 위한 대학특례입학제도의 실태를 조사하여 분석하고, 그에 따른 시사점과 적용방안을 모색하는데 그 목적을 두고 있다. 이를 위하여 총47개 대학을 대상으로 그들이 실시하고 있는 특례입학제도를 모집구분과 모집정원, 선정기준과 법령, 대상자의 장애유형, 최저학력기준, 대상자의 전형요소 및 기타 관련요소등을 중심으로 분석하였다. 특례입학제도를 실시하는 대학들은 주로 정시에서 학생들을 선발하고 있었으며, 그 인원은 약 30명 이하의 소수의 학생들을 선발하고 있었다. 특례입학제도를 위한 근거법령은 주로 두 가지를 기준으로 적용하고 있었으며, 특례입학대 상자의 장애유형을 제한하여 적용하고 있는 경우가 많았다. 많은 대학들이 수능등급을 특례입학대상자의 최저학력기준으로 사용하고 있었으며, 다양한 특별전형요소와 비율을 적용하고 있었다. 그리고 이러한 결과에 따라 특례입학제도에 대한 제안점과 개선방안을 모색하여 제시하였다.

An exceptional system of college admission for individuals with disabilities is a desirable and necessary system to help students with disabilities have higher education opportunities, develop their potential abilities, and improve their quality of life. The purpose of the study was to analyze the current use of the exceptional college admission system for individuals with disabilities in the viewpoint of transition and rehabilitation. Forty-seven universities which were applying the exceptional admission system on April, 2003 were included. The exceptional admission systems of the 47 universities were analyzed in terms of types of admission, admission requirements, screening methods, college regulations and national policies, the category of disabilities. Based on the results, actual conditions of using the exceptional college admission system were discussed in terms of the best and recommended practices in the field of higher education for individuals with disabilities.
