미국의 사드체계를 한반도에 배치한다는 소식이 전해진 이후, 2014년부터 러시아는 사드배치에 대해 심각한 우려를 표명해 왔다. 이와 관련하여 몇 가지 고려할 점이 있다. 첫째, 러시아는 한반도 사드배치를 미국의 전세계적인 차원의 MD 구축의 일환으로 파악하고 있다. 이는 2016년 루마니아에 지상기반의 미사일방어체계가 실전 배치되었기 때문이다. 둘째, 푸틴 등장 이후, 미국과 러시아 간의 갈등의 확대는 양자간 불신을 키워왔으며, 동북아 지역에서의 미국의 군사력 강화에 대한 러시아의 반응에는 유럽에서의 갈등이 투영될 수 밖에 없다. 셋째, 한반도의 사드 배치에 대한 러시아의 대응책은 중국과 북한 등 주변국들과의 협력관계의 강화를 통해 이루어질 것이다. 넷째, 러시아가 북핵문제에 대한 급격한 태도 변화를 보이지는 않을 것이다. 이는 러시아가 추구하고 있는 시베리아-극동 개발 정책과 동아시아 국가들과의 경제협력 관계 강화라는 대외정책 목표의 달성을 위해서는 한국과 일본의 협조가 절대적으로 중요하기 때문이다.

Forth, Russia will not immediately change her attitude on the north Korean nuclear issue. Because Russia needs cooperation with Korea and Japan in order to achieve policy objectives concerning the development of the Far East region.
