이 글의 목적은 2000년대 이후 페팃(Pettit) 및 그와 영향을 주고받은 학자들을 중심으로 본격적으로 논의되기 시작하는 기본소득론의 한 유형을, ``신공화주의 기본소득론``이라는 이론적·정치적 기획으로 묶어 비판적으로 연구하는 것이다. 또한 그 한계를 극복하기 위한 전망을 모색하는 것이다. 신공화주의는 전체론적 개인주의에 기초하여 비지배자유, 공동선, 법치, 민주주의 등과 같은 전통적인 공화주의의 쟁점들을 보다 정교하게 발전시킬 수 있는 철학적 기초를 제공한다. 나아가 비지배자유 극대화를 위한 공화주의기획을 ``사회경제``로까지 확장하여 기본소득제의 도입을 주장한다. 그렇지만 이러한 시도들이 민주화까지 포함하는 ``사회경제``에 대한장기적인 프로그램으로는 발전하지 못했다. 이러한 한계를 극복하기 위해신공화주의 기획을 ``공유부``/``공유경제``와 직접민주주의 및 기본소득 간의 체계적인 연관을 중심으로 비판적으로 변형할 것을 제안한다.
This paper aims at the critical study on the neo-republicanistic theory of basic income that Pettit and Raventos etc. have developed. The neo-republicanism, especially that of Pettit gives the philosophical basis of elaborate development of the traditional republicanistic issues as freedom as non-domination, common good, constitutionalism and democracy through his holistic individualism. Furthermore, the neo-republicanism actually extends the republicanistic project for the maximization of the freedom as non-domination to economic area and insists on the introduction of basic income for all. But these attempts could not develop to a long-term program of social transformation for maximization of freedom and democracy. To overcome this, this paper proposes a critical transformation of the neo-republicanistic project in that the systematic relation between common wealth, common economy, direct democracy and basic income plays important role.
