This study aimed to find a management system in a virtuous cycle to cope with such vicious circle of management system. Accordingly, a test on electronic component manufacturing companies was conducted. The transition from a conveyor-oriented work allocation, which has tied up workers to conveyor, and management system with a form of control to a production allocation with independent Group Cell and a self-regulating work management system resulted in an improved productivity and quality level compared to the old systems. This shows that work effectiveness is more expanded when a self-regulating work management system, other than a control-based work management system, is applied to a cell production system in which many companies have been adopting.
