본 연구에서는 청소년들의 문화예술 활동적 측면, 즉 문화적 행위를 바탕으로 청소년 문화의 범위를 정립하는데 목적을 둔다. 청소년 문화에 대한 재해석을 통해 범위와 정의를 정립하는데 목적으로 두고 문헌 고찰을 실시하였다. 분석 및 적용될 문헌은, 문화학 이론서, 교육기관의 학위논문, 학술지 논문을 비롯해, 통계청을 비롯한 행정기관의 공시자료들이 폭넓게 활용되었다. 청소년 문화를 해석하는데 있어서 중요한 실증적 기준이 되는 통계자료는 공공기관의 검증을 거쳐 제시된 보도자료 및 기사 내용을 취합한 결과 다음과 같은 결론에 도달하게 된다. 법과 정책의 영역은 사회적 규범을 확립한다는 의미에서 매우 중요하기 때문에, 청소년 문화를 정립하는 데 있어서 반드시 고려해야 할 사항임은 분명하다. 청소년이라는 미성년자들의 법적 위치와 생산 및 소비의 가용범위를 준수하는 노력이 따른 후에, 청소년 문화 공간에 대한 고려가 이어져야 할 것이다. 또한, 청소년 문화를 이해하고 수용할 수 있는 사회적 인식을 감안하여, 법과 제도의 실효성을 높여야 한다.
