본 연구는 STEEP 분석을 적용하여 국내 테러발생 위협요인들을 살펴보았다. STEEP 분석은 어느 하나의 현상을 사회적, 기술적, 환경적, 경제적, 정치적 영역에서 살펴보고 그 미래를 예측하거나 이해하는데 목적이 있다. 테러의 발생 원인이 어느 하나에 국한된 것이 아니라 사회문화, 경제 및 정치 등 복합적인 요인들에 의해 발생되기 때문에 STEEP 분석을 활용하는 것이 적절하다고 판단하였다. 본 연구는 STEEP 분석을 크게 2개의 절차로 구분하여 실시하였다. 먼저 STEEP 분석을 활용한 연구보고서를 활용하여 각 영역별지표들을 선별하였다. 다음으로 선별된 지표들의 타당성을 확보하기 위해 테러분야의 전문가들의 자문을 요청하였다. 자문회의는 ‘합의’ 방식으로 진행하였고, 두 차례의 자문회의를 거쳐 테러 발생에 핵심동인(driving forces)을 도출하였다. 이를 바탕으로 국내에 발생 가능한 테러들을 전망해 보았다. 그 결과 다문화 사회에서 기인된 자생적 테러, 외국인에 의한 테러연계 활동, 사회불만에 의한 테러, 북한에 의한 테러의 위협을 전망할 수 있었다. 결국 이러한 테러가 발생되지 않기 위해서는 첫째, 외국인 노동자나 결혼이주민 자녀들이 학업에서 뒤처지지 않도록 교육지원 체계를 확립하고, 주류 사회에서 배제되지 않고 동등한 가치로 인정받을 수 있도록 사회적 지원이 필요하다. 둘째, 빈부격차와 소득불균형 그리고 청년실업률 등 사회양극화를 유발하는 요인들을 완화할 필요가 있다. 셋째, 주변국들과의 안보협력을 강화하여 국내·외 테러연계활동과 관련된 정보체계를 확립해야 한다.

This study is designed to consider the possibility of terror in South Korea by STEEP analysis. The purpose of STEEP analysis expect the future trend through focusing on the social, technological, economic, ecological, and political(STEEP) aspects of the environment, The root causes of terror are various: social, cultural, economic or political reason, so STEEP analysis is regarded as the proper method to analyze the possibility of terror in South Korea. This study has two steps. Firstly, it selects index in each area based on reports using the method of STEEP analysis. Secondly, in order to make it valid, eight exports on terrorism are asked for deliberation on the selected index, Through two times of the advisory committee, driving forces in the possibility of terror are derived, which are the basement of expectation for terror in Korea, In result, four types of terror in South Korea are expected; homegrown terror in multicultural society, foreigners’ support for terror activity, terror attack caused by social dissatisfaction, and threats of North Korea. In order to prevent these terror incidents, First, concrete education systems should be provided for the second generation of foreign workers or immigrants. Second, it is necessary to bridge the gap between the rich and the poor through social welfare policies and to suffocate provocation that affect social conflicts. Third, it is required to utilize collected information regarding counter-terror activity based on the enhanced security cooperation with other nations.
