본 연구에서는 우리나라 지역별 제조업 및 서비스업의 집적을 산업 특화도와 산업 다양성의 측면에서 분석하였다. 분석을 위해 불안정한 패널시계열 데이터 분석기법인 패널공적분 검정과 패널공적분 벡터의 추정을 수행하였으며, 지역별 산업집적의 외부경제(지역화 경제, 도시화 경제)와 노동생산성 간의 장기균형관계를 살펴보았다. 분석 결과에 따르면, 제조업의 특화도 지수가 노동생산성에 유의한 양(+)의 영향을 미치는 반면, 서비스업의 특화도 지수는 노동생산성에 음(-)의 영향을 미침을 발견하였다. 이러한 결과로부터 지역화 경제는 산업의 특징에 의해서 지역의 노동생산성에 미치는 영향이 다를 가능성이 있으며, 지역의 생산성 향상을 위해서는 제조업의 특화와 함께 산업의 다양성, 특히 서비스업의 다양성을 확대시킬 필요가 있음을 시사한다. 이는 우리나라 지역정책의 장기적인 방향성을 제조업의 특화와 함께 서비스업을 포함한 산업 다양화로 설정할 필요가 있음을 의미한다. 특히 1990년대 말 이후 우리나라 제조업과 서비스업의 다양성 증가 속도가 하락하고 있다는 점에서 향후 제조업을 지원하는 다양한 산업들을 어떻게 발전시킬 것인가가 중요한 과제임을 시사한다.

This paper analyses the agglomeration economies in regional manufacturing and service industries in terms of industry localization economies and urbanization economies. We implement a panel co-integration test for non-stationary panel data, and estimate panel co-integration vectors. According to the estimation results, the specialization index in manufacturing industry has a positive effect on labor productivity, whereas the specialization index in service industry has a negative effect on that. It implies that the effect of localization economy on regional labor productivity might be different, and the specialization in manufacturing industry and the expansion in industry diversity (especially, service industry) are important for regional productivity improvement. Furthermore, the regional policy has to focuses on the specialization in manufacturing industry and at the same time, the diversity in industries including, service industry. Particularly, the finding that the growth in diversity of manufacturing and service industries has decreasing in the late of 1990s suggests that it is important how to promote many industries supporting the manufacturing industry in the future.
