이 논문의 목적은 우리나라 지방자치단체를 대상으로 지방세수의 예측오차가 보편적으로 발생하는 현상에 대해 그 원인을 규명하는 것이다. 지방자치단체들은 예산편성 시에 지방세수를 상당히 과소 예측하는 경향이 나타나며, 특히 재정적 의존도가 높은 자치단체일수록 오차율도 높게 나타나는 경향이 관측된다. 이러한 결과가 매년 체계적으로 나타난다는 사실은 의도적인 과소예측이 이루어졌을 가능성을 제기한다. 이 논문에서는 지방자치단체의 세수예측오차에 관하여 지방자치단체 장의 정치적 효용극대화 행위에 대한 분석과 미시자료를 이용한 실증분석을 실시한다. 시·군의 지방세수 예측 오차에 대한 실증분석의 결과 지방세수 예측에는 과소예측 편향성이 있으며, 특히 군의 경우에는 지방세수 예측이 정보 비효율적인 것으로 나타난다. 이는 우리나라 시·군의 지방세수 예측이 합리적으로 진행되지 않음을 반영한다. 한편 재정자립도가 낮은 자치단체일수록 지방세수를 과소 예측하는 경우가 있는 것으로 나타나며, 정치적 변수 또한 지방세수 예측에 영향을 미치는 것으로 확인된다.
The purpose of this paper is to investigate the reason behind the general tendencies of under-estimation of local tax revenue forecasting for the case of Korean local governments. Using the political utility maximization model of local governments, we analyze the behavior of local governments in their tax revenue forecasting both theoretically and empirically. It is found that both cities and counties has strong tendencies of underestimation in their tax revenue forecasts. Moreover, there is information inefficiencies for the case of counties in their tax revenue forecasting. The results show that the local tax revenue forecasts has not been performed rationally. It is also found that there is a positive relationship between fiscal dependency of local governments and forecasting error, and political variables also affect the result of tax revenue forecasting.
