본 논문은 현재 활발한 논의가 진행되고 있는 소다자주의적 경향의 Mega-FTA가 가져올 수 있는 변화를 확인해 보고, 이에 대응하여 FTA활용의 주체인 기업과 이행의 주체인 관세당국이 대비하여야 하는 사항을 제시하는데 중점을 두었다. 이를 위해 한국이 그간 발효해 온 FTA의 이행시기별 특징을 구분해 보고 이 과정에서 발생한 애로를 확인해 봄으로써 대응방안 마련의 필요성을 제시하였으며, 향후 효력을 발생하게 될 Mega-FTA체제가 양자 협정에 비해 가져올 주요 변화를 제시하였다. 이러한 변화에 대응하여 기업과 관세당국의 측면에서 필요한 대응방안을 제시하였는데, 기업의 경우에는 특혜영역의 확장과 완전누적규정의 도입에 대한 대비와 아울러 다수의 Mega-FTA에 대비하기 위해 기업의 제품 특성에 맞는 활용 우위 협정의 선택과 집중이 필요함을 제안하였다. 또한 관세당국의 입장에서는 사전적 원산지관리 실태 점검 체계의 구축을 통해 기업의 활용 편의를 제공할 필요성과 체약국들과의 공조를 통한 원산지검증 및 불공정무역 차단에 주력할 필요가 있다는 의견을 제시하였다.
The purpose of this study is to investigate the change to which minilateralism tendency of Mega-FTA could lead that an active discussion about the issue is in progress now. In response, this study is focused on the suggestion for which the enterprises as subject of utilizing FTA and customs authorities as subject of its implementation should prepare. To achieve this, this study has suggested the necessary of preparing the countermeasures by classifying the characteristics of FTA by implementation time on which Korea has taken effect, and by confirming the difficult problems arising during the process. In addition, this study was to suggest the main changes brought by Mega-FTA system which would become effective in the future compared with the bilateral trade agreement. In response to these changes, this study was to suggest countermeasures needed in terms of enterprises and customs authorities. In case of the enterprises, this study was to suggest that it required the selection and concentration of utilization advantage agreement which fitted to the product characteristics of enterprises in order to provide against multiple Mega-FTA as well as to expand preferential territory and to prepare for the introduction of full accumulation rules. In addition, this study was to present opinion that it required the necessity of providing convenience to utilize for the enterprises through the construction of status inspection of proactive management of origin, and the necessity of focusing on the block of verification of origin and unfair trade through the mutual assistance with the contracting parties.
