이 글은 북한 김정은 정권의 핵정치에 대한 고찰로서 핵개발의 정치동향과 진정한 동기 또는 의도는 무엇이며, 향후 전망은 어떠한지를 살펴본 것이다. 개별국가들이 핵무기를 가지려는 동기는, 큰 틀에서 보면 군사안보적인 이유를 비롯해 국제적 위상제고, 국제 협상수단이라고 할 수 있다. 북한 김정은 정권의 경우는 매우 다양한 핵개발 동기 및 의도를 갖고 있다. 첫째, 한반도에서 핵개발이라는 선제적 우위를 점하는 가운데 대남, 대미관계를 이끌어가겠다는 전략적 포석에 있다. 둘째, 대내정치 안정을 위해서도 핵개발이 필요하다. 셋째, 주체사상의 계승, 발전과 김정일 시대에 등장한 통치담론계승·실현의 이유도 그 동기이다. 넷째, 핵무기를 대외환경 개선의 지렛대로 활용하고자 한다. 핵무기 능력을 활용하여 대외 생존환경을 우호적으로 변경할 필요성에서 이다. 다섯째, 북한의 국제적 위상 제고와 비합리적인 이념적 이유에 있다. 마지막으로, 핵무기 보유는 북한이 최첨단 무기개발 경쟁의 수세를 반전시키는 유일한 수단이라는 점이다. 북한김정은 정권은 중장기적 대내외 전략으로 핵무기 개발에 더욱 박차를 가할 것이다. 국제사회로부터 핵보유국으로 인정받음으로써 국제적 위상과 대외협상력을 높이고, 대내적으로는 통치기반을 공고히 하는 수단이 되기 때문이다. 핵문제 해결을 위해 한국정부는 6자회담 재개에 초점을 두고 6자회담 관련국들과의 협조에 역점을 둘 필요가 있다. 특히, 한국 정부는 김정은 정권의 대내 상황과 6자회담 관련국들간 대외관계 상황을 분석하여 김정일 시대에 진행되었던 6자회담 의제와는 다른 차원에서 6자회담을 대비해야 할 것이다.

This study is to consider Kim Jong-un`s nuclear program in North Korea and to examine the movements, the motives or intentions and the prospects of the nuclear development. The motives of individual countries contriving to have nuclear weapons are, generally speaking, to secure its military security, to promote its international status, and to possess its international cooperation means. In the case of Kim Jong-un regime in North Korea, there is a great variety of motives and intentions. First, there is a strategic move to lead inter-Korean relations and US-North Korea relations securing the leading superiority in developing nuclear weapons in the Korean peninsular. Second, the nuclear development is contrived to ensure domestic political stability. Third, among the motives are also to succeed and develop the Juche Ideology and to succeed and realize the ruling discourse produced in the era of Kim Jong-il. Fourth, the nuclear weapon is intended to be applied as a lever to improve international environments. There is a necessity that the capability of the nuclear weapon be applied to change international environments friendly to North Korea. Fifth, there are motives for promotion of its international status and the irrational ideology. Last, the possession of the nuclear weapon is the only means to reverse North Korea`s defensive in a high-tech arms race. Kim Jong-un regime in North Korea will put spurs to the development of nuclear weapons as medium- and long-term strategies domestically as well as internationally. For the state will have a means to promote its international status and cooperation capacity with international recognition as a nuclear weapon state. To solve North Korea`s nuclear issue, the South Korean government needs to lay emphasis on its cooperation with the relevant states of the six-party talks, focusing on reopening the six-party talks. Above all, the South Korean government should prepare for the six-party talks on a different level from those proceeded in the era of Kim Jong-il by analyzing circumstances of the international relations among the relevant states of the six-party talks.
