정부 3.0은 소통 시스템 구축을 넘어 국민 개개인의 필요와 행태를 데이터화하여 분석함으로써 국민 개개인에 대한 맞춤형 서비스 제공을 목표로 한다. 나아가 정부 3.0이 추구하는 빅데이터 플랫폼 구축과 활용은 궁극적으로 증거기반 의사결정시스템 구축을 지향하는 것으로 정책결정의 합리화를 위한 의미 있는 시도라고 평가할 수 있다. 그러나 빅데이터의 수집과 활용과정에 국민들의 필요와 요구를 적절하게 반영할 수 있는 공정하고 투명한 시스템을 내재화하지 않는다면 정부 3.0이 오히려 팬옵티콘(Panopticon)과 같이 시선의 비대칭성에 기초하는 고도의 감시와 통제 기제로 활용될 수 있다. 즉, 시민참여를 통한 민주적 통제와 결합되지 않을 경우 정부 3.0이 빅브라더의 출현을 가져와 민주성의 약화를 가져오는 치명적인 한계를 지닐 수도 있다는 것이다.
따라서 이 연구는 인터넷 공간이 정책이슈에 관한 합리적 토론을 활성화시켜 숙의민주주의를 달성하는데 필요한 정치참여의 공간이 될 수 있음에 주목하며 정부 3.0 역시 현대 행정의 숙의적 기능을 강화하는 민주적 기제로 작동될 수 있을 것으로 보고, 국민권익위원회 국민신문고 특히 온라인 정책토론을 숙의민주주의의 관점에서 살펴보며 그 가능성과 한계를 분석했다. 그리고 이를 통해 정부 3.0과 시민참여에 기초하는 숙의민주주의 제도와의 접목 가능성을 타진하고 그 구체적인 구현 방안을 찾아보고자 했다.
Government 3.0 aims to provide customized services for the people. The establishment and utilization of the big data platform pursued by the Government 3.0 is ultimately aimed at building evidence-based decision making system, which is a meaningful attempt to streamline policy decisions. However, if we do not internalize a fair and transparent system that appropriately reflects the needs and demands of the people in the process of collecting and using big data, it can be used like a ‘panopticon’ as a high-level surveillance and control mechanism based on the ‘asymmetry of gaze’. In other words, if it is not combined with democratic control through citizen participation, Government 3.0 may have a fatal limit, leading to the emergence of Big Brother and weakening democracy.
Therefore, this study points out that the internet space can be a space for political participation necessary to promote rational discussion on policy issues and achieve deliberative democracy. Government 3.0 is considered to be a democratic mechanism that strengthens the deliberative function of modern administration, and it analyzes the possibility and limitations of online policy debate in terms of deliberative democracy. And I tried to find out how to integrate the government 3.0 with the deliberative democracy system based on citizen participation and find concrete implementation plan.
