지금까지 중앙정부 이전재원 배분에 있어 정치적 영향력이 작용한다는 연구는 주로 국고보조금과 특별교부세를 중심으로 이루어져왔다. 이에 본 논문은 전국 226개 시?군?구의 2009년부터 2015년까지 7년에 걸친 지역발전특별회계 세부 내역별 자료를 이용하여 지역발전특별회계 배분의 영향 요인을 지자체장의 정치적 특성에 초점을 두어 실증적인 근거를 제시해 보고자 하였다. 패널데이터 분석에 활용되는 고정효과모형(fixed-effect model)과 확률효과모형(random-effect model) 중에서 하우스만 검정(Hausman test)을 통해 적합한 모형으로 추정된 확률효과모형을 선택하여 분석하였다.
종속변수는 지역발전특별회계에서 지자체장의 재량이 반영되는 생활기반계정 중 시?군?구 자율편성사업 예산이다. 이를 토대로 분석한 결과 지자체장의 지지도, 집권여당 여부, 정치인 출신 여부와 같은 지자체장의 정치적 특성이 유의미한 영향 요인인 것으로 나타났다. 또한, 사회?경제적 요인인 1인당 지방세 부담액, 재정자립도, 대도시 지역 여부, 지역주의와 정치적 요인인 지역 국회의원의 선수 합도 영향을 미치는 것으로 파악되었다. 이를 통해 지역발전특별회계 배분에 있어 지자체장의 정치적 특성이 중요한 요인임을 경험적으로 확인할 수 있었다.
Up until now, the research that political influence acts on distribution of intergovernmental transfer from central government has been conducted by mainly focusing on subsidy from the national treasury and special grants. Based on that, this paper aims to propose empirical evidence with emphasis on political characteristics of the heads of local governments for factors affecting distribution of the local development account of the special grant for regional development by using 7 years of detailed data per item of the local development account of the special grant for regional development from 2009 to 2015, 226 cities, counties, and districts. The analysis was performed after selecting a random-effect model which is assumed as a suitable model through Hausman test among fixed-effect model and random-effect model which are utilized for panel data analysis.
The result of the analysis shows that political characteristics of the heads of local governments such as approval ratings, whether they are the ruling party or not, and whether they were once politicians or not are significant impact factors when a budget for autonomous organization of business of the city, county, and district is set as a dependent variable among life-based accounts in the local development account of the special grant for regional development that the discretion of the heads of local governments are reflected. Also, it was found that the local tax burden per person which is a social and economic factor, the fiscal self-reliance ratio, metropolitan area, and sum of residential members of the National Assembly which is a regionalism as political factors are affecting. Through these, it was confirmed empirically that political characteristics of the heads of local governments are important factors in the distribution of the local development account of the special grant for regional development which is the intergovernmental transfer from central government.
