국가가 끊임없이 개인의 자유롭고도 자율적인 판단과 결정에 개입하거나 간섭하는 국가 개입주의를 정책을 통한 개입주의로 한정한 본 연구는 개입주의를, 정책이 추구하는 이상과 목적을 실현하기 위하여 공식적인 권위와 법률적인 정당성을 가진 정책을 통하여, 국가가 개인의 의사결정에 개입하거나 간섭하는 것으로 이해하였다. 이와 같은 개입주의를 정책의 특징이나 정책분야 등에 따라서 다양하게 설명할 수 있지만 본고에서는 개입주의를 지배하는 이념을 기준으로, 사실적이고 가치판단적인 증거주의에 의한 개입주의를 먼저 설명하였다. 그리고 과학적이고 실증적인 정책에 관한 지식과, 논리적이며 합리적인 판단과 논쟁에 의한 지식이나, 정치적이고 조직적으로 이용 가능한 지식 등과 같은 지식주의에 의하여 개입주의를 설명하기도 했다. 또한 시기와 조건에 타당하고 정당한 것으로 설명할 수 있는 이념으로서 사상에 의한 개입주의도 설명하였다. 증거나 지식을 필요와 조건에 따라서 이용할 수 있는 섬에 비유할 수 있다면, 사상은 시대적인 조건에 따라서 끊임없이 변화되는 강물에 비유할 수 있을 것이다. 물론 사상과 이념을 분명하고도 일반적으로 통용되는 수준으로 구분하기 어렵고, 개입주의도 그 자체가 하나의 사상이 될 수 있지만, 개입주의를 지배하는 이념이란 의미에서 사상에 의한 개입주의를 설명해 보았다.

By focusing on policy intervention in the study of state interventionism, this paper operationally defined the interventionism as the state’s intervention and/or interference into citizen’s free choice and autonomous decision for the realization of policy goals and ideas through legal justifications and state authority in policy. This policy interventionism was analyzed and explained by the dominant policy ideologies; the first one was the principle of evidence in terms of both fact and value-judgment. The second ideology was the principle of knowledge such as scientific or empirical, logical and reasoned argument, and political learning. And the third ideology was the policy thought and/or thinking formulated by the verified and justificated policy time and contextuality. As metaphorically speaking, policy evidence and knowledge have influenced to the policy interventionism as likely as an ‘island,’ and policy thought/thinking can be acted as much as a ‘river.’ Even the policy thinking can be a policy ideology and even the terminological and academical definitions between ideology and thinking hardly be universal, this study tried to illuminate the policy interventionism in state theory by the manipulated research paradigm of three dominant ideologies in policy.
