이 연구는 일본군종군위안부에 관한 일본정부의 답변을 검토해서, 일본정부의 겉과 속내(本音< Hon-Ne >と建前< Tate-Mae >: true intention and official policy)를 읽어내어, 일본정부의 자세를 규정하는 것이었는데, 그 결과는 다음과 같다. 첫째, 일본군종군위안부의 용어가 `이른바` 종군위안부라는 것이 분명했다. 일본정부관계자는 물론 국회의원도 종군위안부를 인정하고 싶지 않다는 속내이다. 또한 종군위안부 문제는 한일관계의 여러 문제 가운데 `그 외에 어떤` 문제로 중요시할 문제가 아닌 것으로 취급되었다. 둘째, 공사(公私) 구별의 문제이다. 일본정부(公)는 겉으로는 고노담화 등의 견해를 답습한다고 한다. 그러나 개인적(私)으로는 폭넓게, 과학적인 지식을 요구하는 문제이기에, 연구해 나가고 싶다는 속내였다. 이는 종군위안부를 부정하고 싶은 일본정부의 속내를 드러내는 것이었다. 셋째, 종군위안부 관련 사실관계에 관해서 일본정부는, 어떻게든 숨길 수 있을지가 속내였다. 겉으로는 비밀로 취급할 수밖에 없다는 변명이었다. 넷째, 일본정부의 자세는, 과거를 버리고 미래지향으로 가고 싶다는 것, 미국이 좋다고 하면 그만이라는 관점이었다. 미국과 강자에 대한 경도(傾倒)감각이며, 일본의 자주성 결여의 방증이다. 한편, 한국정부도 미해결인 친일청산, 반민족 처단, 과거사정리가 불완전하고 애매한 것에 대해 반성해야 할 것이다. 이 연구를 바탕으로 말할 수 있는 것은, 일본군종군위안부에 관해서 일본정부의 겉과 속내에는 큰 격차가 있고, 거기서 연유하는 일본정부의 자세는 궤변의 연속이었고, 이는 불신을 더 조장했다는 사실이다. 기억의 역사는 엷어지고 있다. 기록의 역사는 선명히 드러나고 있다. 시대정신에 따른 사죄와 용서가 필요하다.

This study examined the Japanese Diet Minutes(1990-2016) about the Japanese military comfort woman keyword, and attempt to divide the true intention(Hon-Ne) and official policy(Tate-Mae) of the Japanese Government, and that prescribed a posture of the Japanese Government. As follows that; First, it was clear that the term of the Japanese military comfort woman is `so-called comfort woman`. The Diet member`s Hon-Ne is not to accept a comfort woman not to mention a person concerned with Japanese Government, too. Second, it cannot be divided that the Public and the Individual on issue of Japanese military comfort woman. Japanese Government and official recognition and a personal viewpoint changed conveniently, and a different opinion appeared by time and place. Do not know what is true. Third, the Japanese Government Hon-Ne　was that how to cover about the comfort woman-related facts. Fourth, To be good if with the United States which made world order was the Japanese Hon-Ne. It is a unbalance sense for the United States and is lack of the independence of Japan. On the other hand, there are problems that unsolved pro-Japanese collaborators in Korea, punishing of the anti-nation, rearranging of the past history are incomplete and vague. As for being able to say based on this study, there is the big difference that between Hon-Ne and Tate-Mae of the Japanese Government about Japanese military comfort woman, and the posture of the Japanese Government caused by the consecutive explanation for the explanation, it increased distrust.
