이 연구의 목적은 정당정치의 설명메커니즘에 착안하여, 자민당 중앙에서 정책을 변경한 경우, 지방조직이 어떠한 정책대응을 하는가를 살펴봄으로써, 정당본위ㆍ정책중심으로 변화하는 일본 정치과정 속에서 자민당 조직운용의 변화를 파악하는 것이다. 특히 TPP 참가에 따른 가고시마(鹿兒島) 현의 대응사례를 중심으로 해당지역 국회의원, 지방의원, 지부연합(켄렌)의 대응과 합의도출 과정을 추적함으로써, 정책결정과정에서 자민당의 행동양식이 어떻게 변화했는가를 분석하였다. 그 결과, 다음의 네 가지 변화가 확인되었다. 첫째, 당 중앙의 권한이 확대되고, 지방조직에 대한 관여가 증대하는 양상이 뚜렷해졌다. 둘째, 켄렌이 당의 하부조직으로써의 실질적인 의사결정을 조직화하고 있지는 못하다. 셋째, 지방조직의 합의도출을 주도한 것은 국회의원이며, 이들이 당 중앙-지방조직을 잇는 주요 행위자로 자리매김하고 있다. 넷째, 지금까지 당 중앙에 대해서 정책선호의 독자성을 견지해왔던 지방의원의 경우에도, 당의 대리인으로써의 역할이 강화되면서, 정책결정과정에서 당과 지방정부를 잇는 매개자로 작용하고 있다. 요컨대 가고시마 현의 TPP 합의도출 사례를 통해서, 현재 자민당이 의원중심형 조직운용 방식을 활용하는 가운데, 당의 일체성 및 정책적 응집성 강화를 도모하는 과도기적행동양식을 보이고 있음이 확인되었다.

This study explores the LDP`s party policies in central and local level and organizational changes in Japan`s transformed political process, focusing on the concept of political accountabilities. It attempts to examine the LDP`s changing behavior patterns, by tracing agreement process between central-local politicians and federation of branches(Kenren) on TPP negotiations, through a prefectural case study in Kagoshima. As a result, there are four major changes verified. First, the authority of central-party has been expanded on policy making. Second, Kenren still is not the effective decision-making arena. Third, central politicians are primary factors to link central-local party organizations by leading agreement process. Fourth, local politicians act as intermediaries between party and local government as they are reinforcing a role as party agents. This study concluded the LDP is in a state of transition taking advantage of politician-oriented politics, meanwhile strengthening the party`s unity and cohesion.
