냉전종식 이후 한국의 군사혁신은 기본적으로 국방개혁이라는 틀 내에서 이루어져 왔다. 따라서 한국의 군사혁신은 역대 정부의 국방정책의 목표와 그에 부합하는 국방개혁의 비전과 추진전략에 따라 많은 영향을 받아 왔고 군사력 건설의 준거틀이라 할 수 있는 종합적인 군사전략개념의 부재 하에서 추진되어 왔다. 비록 한미연합억제전략을 기반으로 한 대북 억제전략이 일관되게 유지되어 왔지만, 한반도를 중심으로 펼쳐지는 전략환경의 변화를 능동적으로 담아내기에는 일정정도 한계를 가질 수밖에 없었다. 이제라도 우리는 독자적인 군사전략개념을 마련하여 이에 근거한 군사혁신을 추진해야 할 것이라고 판단된다. 특히, 미래를 대비한 육군의 군사혁신의 방향을 고려했을 경우, 우리의 독자적인 군사전략개념의 형성·발전 없이 군사혁신을 제대로 추진하기에는 많은 제약을 받을 것이라 판단된다.

The main purpose of this paper is to review the RMA(Revolution in Military Affairs) of Korean Army from the Roh Tae-woo to the Lee Myung bak Government and to suggest its direction of development in the preparation for the future. From the point of historical view, the RMA of Korean Army has been achieved within the framework of the reform of national defense. Considering the changing strategic environment, the RMA of the Korean Army for the future has to be emphasized the following sides. First, the Korean Army has to prepare its independent concept of military strategy and to bear the troop cut in mind. Second, the differentiation of the forces of the Army has to be accomplished considering North Korea`s asymmetry forces and troop forces problems of supply and demand.
