세계유산협약 내에서 지속가능한 발전에 대한 별도의 정책문서가 2015년 채택되었고 유산 보호 정책은 유산의 보존관리만을 넘어서서 사회적, 경제적, 환경적으로 긍정적인 영향력을 미칠 수 있는 역할이 부여되어야 한다는 방향으로 나가고 있으며, 이런 발전 정책을 실현시키는 구체적인 방법으로 지역주민 및 지역공동체의 참여가 강조되고 있다. 국내에서는 2011년 개정된 고도보존육성법을 통해 유산 보호 정책에 지역주민의 참여와 역할을 제도적으로 보장하게 되었는데 이는 세계유산협약의 이상적인 방향성과 목표의 법적인 이행방법으로 볼 수 있다. 고도보존육성법의 법적 체계와 백제역사유적지구의 세계유산 등재를 계기로 역사도시의 지속가능한 발전 정책 마련을 위한 지역주민 참여에는 주민의 대상 범위(인적, 지역적 범위) 규정, 참여 방법 제시, 실질적인 지원 사업 구체화, 이행 가능한 사업을 식별해내고 이를 적극적으로 추진하는 조치들이 연결되는 것이 필수적임을 알 수 있다.

A policy paper on sustainable development within the World Heritage Convention was adopted in 2015, and community involvement has been identified as the key factor to promote socially, economically and environmentally sound heritage conservation for World Heritage. The Special Act on the Conservation and Promotion of Historic Cities in Korea amended in 2011 is a legal instrument which assures the institutional participation of local communities in heritage conservation, as a practical means of implementing the sustainable development objectives laid out by the World Heritage Convention. Defining the scope of local communities, suggesting methods of participation, specifying practical and substantial projects, and pursuing priority projects have been identified as key aspects needed to ensure a sustainable heritage conservation policy of community participation, as has been drawn out from the World Heritage inscription process of the Baekje Historic Areas.
