지난 2012년 「고도보존 및 육성사업에 관한 특별법」에 의해 부여군 부여읍 일부 구역이 특별보존지구와 보존육성지구로 지정·고시된 후 본격적으로 사업이 추진되고 있다. 하지만 특별법에서 명시한 주민지원사업은 한시적인 건축지원 및 교육사업 등 일부 부문에만 그치고 있는 실정이다. 기 수립되었던 고도보존 기본계획(2009)의 변경이 필요한 시점에서, 본 연구는 특별법에 규정되어 있는 사업내용을 검토하여 부여군에 적용 가능한 주민지원사업을 분석하여 개선점을 제시하고자 하였다. 본 연구를 통해 제시된 주민지원사업의 기본방향은 주거환경개선과 지역경제 활성화사업의 추진, 지속적 지원효과를 창출할 수 있는 사업의 추진, 기존 주민의 재 정착률을 높이고 신 주민 유입 촉진이 가능한 사업의 추진, 사회적 형평성을 고려하고 유사사업과 대등한 사업의 추진 등으로 정리될 수 있다. 본 연구는 고도보존육성지구에 거주하는 주민들에게 제도적으로 지원 가능한 사업내용과 개선점을 제시한 것으로서 향후 주민지원사업을 보다 효과적으로 추진하는데 참고자료가 될 수 있을 것이다.

Community support programs have been promoted after some areas in Buyeo-eup and Buyeo-gun were designated as Special Preservation Districts and Preservation and Promotion Districts by the `Special Act on the Preservation and Promotion of Ancient Cities` in 2012. As the existing ancient capital preservation plan needs to be changed, it is necessary to explore the basic direction and the promotion method of community support programs which can be applied to Buyeo-gun. The direction of community support programs presented through this study can be summarized as follows. It is needed to promote community support programs (1) to facilitate regional economic revitalization projects and residential environment improvement, (2) to create a continuous support effect rather than temporary compensation, (3) to increase resettlement rate of existing residents and foster the influx of new residents, and (4) to focus on social equity. Measures to improve community support programs can be divided into a special program and a general community support program to present kinds and types of projects. These projects are also divided into three types based on compensation and support: `compensation for loss` for the infringement of property rights, `compensation support` for infringement of living rights, `resident participation and priority employment support.
