본 연구는 기존의 ‘장애아동 재활치료사업’에서 2012년 「장애아동복지지원법」의 시행으로 법적근거를 마련한 발달재활서비스 제도의 시행 및 운영에 대한 평가와 개선방안을 모색하여 보다 발전적인 정책적 제언을 마련하는데 그 목적이 있다. 이를 위해 제도가 처음 시행된 2007년부터 2014년까지 국내에서 발표된 주요 학술지 논문 및 정책보고서, 정책토론회 및 공청회 자료집의 연구들을 분석하여 발달재활서비스의 문제점 및 쟁점을 분석하였다. 분석결과 서비스 대상자 및 정의, 서비스 제공자 자격, 서비스 단가 산정방식, 서비스 판정체계, 서비스 제공자 처우, 서비스 제공기관 질 관리, 서비스 전달체계라는 7개의 주제를 도출하였고, 각각의 문제점 및 쟁점에 대한 개선방안을 제시하였다. 이 같은 논의는 최근 몇 년간 반복적으로 제기된 것이며 정책토론, 연구용역 등 다양한 경로를 통해 대안이 제시되기도 하였다. 또한 연구에서 분석을 통해 도출한 문제점 및 쟁점 외에도 산적해 있는 과제들을 확인하고 해결하기 위한 추가연구가 진행될 필요성이 제기되었다.

The purpose of this study is to provide more effective policy suggestions by exploring assessment and improvement with regards to implementing and administrating developmental rehabilitation service covering from the existing ‘rehabilitative treatment and services for children with disabilities’ to its legal basis of 2012 「Public Welfare Act for Children with Disabilities」. For this purpose, problems and issues were examined by analyzing articles from the major domestic academic journals and policy reports, and data from policy debate and public hearing published from 2007 when the system was initially implemented to 2014. As result of analysis, this study suggested improvements for problems and issues on seven elicited themes including subject of service and its definition, eligibility of service provider, method of counting service price, determination system, better treatment for service provider, quality management of service organization, and service delivery system. This discussion has been repeatedly presented in the past few years, and policy alternatives have been suggested through various channels such as policy debate and research service. In addition, further investigation should be needed in order to identify and resolve many piled-up tasks apart from the problems and issues extracted from the analysis of the study.
