이 글은 외국인(160명)과 탈북자(79명)를 대상으로 설문조사와 심층면접을 통해 한류문화콘텐츠 접촉이 한국인에 대한 인식에 어떤 변화를 초래했는가를 살펴본 것이다. 조사 결과 외국인과 탈북자들은 한류문화콘텐츠를 접한 이후 한국에 대해 긍정적인 인식 변화를 보였고, 그것이 한국에 대한 국가 이미지 제고와 한국 상품의 매출 증대 및 관광산업에까지 영향을 미치는 한편 탈북의 동기가 되기도 했다. 그러나 한국 체류가 장기화될수록 외국인과 탈북자들은 공통적으로 현실과의 괴리를 느끼면서 부정적인 응답자가 증가하는 경향을 보였는데, 이것은 한국이 직면해야 할 현실적인 문제들을 그대로 노출하고 있음을 보여준다. 이 조사결과는 `문화융성`을 주요 국정지표로 설정하고 다문화사회의 진입을 꾀하고 있는 현재의 한국사회가 다양하고 특수한 문화적 배경을 지닌 타자들에게 어떤 사회·문화적 권리를 부여하고 또 이들을 어떻게 정치적 구조 안에 배치할 것인가를 문제를 진지하게 숙고해야 할 구체적인 문제들을 제시해주었다는 점에서 의미가 있다.

This study conducted a survey and in-depth interviews targeting foreigners (180 of them) and North Korean defectors (79 of them) and looked into how their contacts to Hallyu cultural contents have changed their perception of South Korea and Koreans. Findings of the research have revealed that since the foreigners and the North Korean defectors have contacted Hallyu cultural contents, they have making positive changes in their perception on South Korea, and that have eventually improved the national image of South Korea and increased South Korean goods sales and affected even the tourist industry as well while encouraging North Koreans to flee from the North. However, as their stays in South Korea get extended, both the foreigners and the North Korean defectors basically presented negative responses feeling separated from the reality, and that was the chance for this study to understand practical problems which South Korea should face. What has been learned from the research is considered academically significant in that it has presented these problems that the South Korean community which is aiming to enter the era of multilateral society as setting up `cultural enrichment` as a key national indicator would seriously reflect on including how the community would give what kinds of political rights to other people from various and special cultural backgrounds and how it would arrange those people in a political structure.
