2016년 개최된 유엔 해비타트 회의는 기존의 적정주택, 슬럼개선, 주거권 등 주택 중심의 논의로부터 도시에 대한 보편적인 권리를 천명하는 것으로 내용과 범위가 확대되었다. 그럼에도 주택 부문은 여전히 그 중심에 자리하고 있다. 해비타트 III 새로운 도시 의제에 의거하면 모두를 위한 도시가 되기 위한 요건으로 주택 부문에서는 크게 다섯 가지 요인을 추출할 수 있다. 통합적 계획, 포용성, 부담 가능성, 적정한 주택, 슬럼 주거지 개선이 그것이다. 본 논문에서는 새로운 도시 의제에서 지목한 다섯 가지 주택정책 요인을 바탕으로 우리나라 주택정책의 변화와 성과를 정량적·정성적으로 분석했다. 그 결과 해비타트 III에서 언급하는 주택의 양적·질적인 문제와 슬럼주거지 개선, 정책적·제도적 틀 구비 등을 통해 우리나라에서는 주택 문제가 상당 부분 완화되었다. 주택의 적정성과 슬럼주거지 개선은 눈에 띄는 성과이며 이를 위해 통합적 계획, 포용적 주택정책, 부담 가능한 주택공급 확대 등이 이루어져왔다. 그럼에도 여전히 중앙과 지방의 협업이 강화된 통합적 주택정책, 저소득층과 취약계층에 대한 저렴한 주택의 공급확대, 포용성이 강화된 정책적 노력 강화, 국제적으로 비교할 수 있는 정책지표 설정과 모니터링 지속 등이 향후 우리의 주택정책이 해결해야 할 과제로 남아 있다.

Housing is at the heart of achieving the New Urban Agenda in United Nations Conference on Housing and Sustainable Development(Habitat III). According to a policy paper, global housing goals can be attained through the adoption and enforcement of a comprehensive housing framework. Global housing goals can be achieved through programmatic attention to five elements: an integrated housing framework, inclusive housing, affordable housing, adequate housing and upgrading informal settlements. This article reviews the achievements of Korea`s housing policy during last several decades within the frame of aforementioned five pillars of housing policy in Habitat III. Results show that notable achievements are witnessed in the areas of adequate and affordable housing through massive housing production, informal settlements upgrading by redevelopment strategies, and inclusive housing by adopting mandatory supply of small size housing units and public rental housing for the low-income households. However, improvements should be put in place in terms of integrated housing framework through enhancing local governments` capacities and localizing housing policy as well as affordable and inclusive housing strategies for increasing and enhancing accessibility for the vulnerable groups. Finally, examined are the lessons learned and remaining issues ahead if what Habitat III envisions is to be achieved, and suggests follow-up steps in the context of socioeconomic changes in Korea.
