This study aims at, firstly, contrasting between German phonemes` system and Korean one, the second, establishing hierarchy of pronunciation, the third, making an order of initial consonants of Korean for German students of KFL. This paper follows hierarchy of difficulty of Prator(1972), but recoordinates it to phonemes` dimension. This paper suggests that level hierarchy of sound divides into 6, that is, Transfer(level0), Coalescence (level1), Under-differentiation(level2), Reinterpretation(level3), Over-differentiation( level4), Split(level5). Transfer is that no difference or contrast is present between the two languages` phoneme. Coalescence is that two phonemes in the native language become coalesced into essentially one phoneme in the target language. Under-differentiation is that an phoneme in the native language is absent in the target language. Reinterpretation is that an phoneme that exists in the native language is different from target one, especially, distribution of surrounding, sound, and orthography. Overdifferentiation is that a new phoneme in the target language, which is not at all similar to a native language one, must be learned. Split is that one phoneme in the native language becomes two or more in the target language requiring the learner to make a new distinction. On the basis of the 6, This paper clarifies that transfer phonemes are `ㅁ, ㄴ, ㅅ, ㅍ, ㅌ, ㅋ, ㅊ`, coalescence is `ㅎ`, and under-differentiation are both `pf, v` which are not found in Korean phoneme, and `b, d, g, ts` corresponding `ㅂ, ㄷ, ㄱ, ㅈ`.Reinterpretation, further, is `ㄹ`, Over-differentiation are `ㄲ, ㄸ, ㅃ, ㅆ`, and Split is `ㅈ` and `ㅉ` divided from /ts/ of German. With this result, This paper establishes the learning order of Korean consonants as “ㅁ, ㄴ, ㅅ, ㅍ, ㅌ, ㅋ, ㅊ → ㅎ → ㅂ, ㄷ, ㄱ, ㅈ → ㄹ → ㄲ, ㄸ, ㅃ, ㅆ → ㅈ, ㅉ”.
