아동학대 보호체계의 법률적 근거가 마련된 지 10년이 넘은 시간이 지났지만, 아동학대는 근절되기는커녕 지속적으로 늘어나고 있다. 최근 아동학대로 인한 사망 사건이 연이어 발생하면서 아동보호체계 개선에 대한 사회적 요구가 높아지고 있다. 본 연구의 목적은 아동학대 실태를 파악하고 이에 대한 원인 및 효과적인 아동학대 보호업무수행체계 대안을 제시하는 것이다. 포커스 그룹 인터뷰 자료와 설문조사 자료를 토대로 정성적 방법과 정량적 방법을 동시에 활용하는 통합연구방법(Triangulation)을 적용하여 아동학대 보호체계 개선방안을 살피고자 한다. 첫째는 하드웨어적 개선방안으로서 아동보호체계에 대한 구조적·기능적 변화를 통하여 아동학대 보호업무 관련 네트워크를 개선해야 한다는 점이다. 이를 위한 단기적 방안으로 지역아동보호전문기관의 예방기능을 강화하고 중앙아동 보호전문기관의 지원기능을 강화할 필요가 있다. 또한 복지부 중심의 아동학대 전반의 체계 조성을 대안으로 제시하였다. 두 번째는 소프트웨어적 개선방안으로서 부모교육 및 신고자 의무교육을 강화하는 한편 아동보호관련 기관간의 정보공유를 활성화하고 경찰과 아동보호전문기관의 신고 및 조사단계에서의 정보공유시스템을 강화해야 한다.

Although more than 10 years have passed since the establishment of the legal foundation of the child protection system, the number of child abuse reports has continuously increased. Using a mixed method by analyzing data collected from both focus group interviews and survey, this study investigates the Korean child protection system and makes recommendations to improve its effectiveness and efficiency. This study offers two broad implications for the child protection system from the hardware and software perspectives. First, to improve the hardware process, we argue that an improved network across the related public agencies is required, by changing and reconstructing the child protection system. The preventive role of local child protection agencies should be enhanced, while the national child protection agency needs to improve its support of the local agencies. In addition, the establishment of a child protection system in which the Ministry of Health and Welfare takes a central role is also suggested. Second, from the software perspective, we need to enhance parent education and report responsibility and facilitate information sharing among the agencies engaged in the system, especially between the police and child protection agencies.
