최근 한국에서 중소기업의 역할과 필요성에 대한 관심이 커지고 있다. 이것은 수출과 고용, 투자 등에서 중소기업에 대한 기대가 커지고 있을 뿐만 아니라 앞으로 예상되는 산업구조의 변화에서 중소기업에게 기대되는 역할이 커지고 있기 때문이다. 한국에서도 그동안 중소기업 육성을 위해 다양한 정책과 노력을 추진하였으나 대기업과의 커다란 격차와 낙후성, 중소기업의 환경 변화에 대한 능동적인 대응력 미약 등이 큰 문제로 남아 있다. 반면 일본은 자동차, 전기전자 등의 대량생산기에 한국이 경험한 것과는 달리 부품의 대량수입이 없었고, 하청형, 독립형, 네트워크형으로 분류되는 다양한 중소기업이 형성·진화하고 있다. 본 연구에서는 이상과 같은 문제의식에서 일본 중소기업의 발전과정과 발전원인을 분석하고 이를 바탕으로 한국 중소기업 발전을 위한 시사점을 제시한다.

Recently, number of SMEs which have developed under mass production system have been decreased in Japan. On the other hand, there are a lot of network-type SMEs that deal with new demand, such as R&D of large enterprises. Also, there are many innovative independent SMEs. However, in case of Korea, it seems that the independent and network-type SMEs are small, and they are still in the early stage. In this paper, we analyze the development process of SMEs in Japan and suggest the implications for the development of Korean SMEs.
