이 논문은 개인의 모바일 인터넷 활용 수준에 대한 영향요인을 분석하고 모바일 정보격차 해소에 대한 정책적 시사점을 도출했다. 먼저 개인의 모바일 인터넷 활용 영역을 정보생산·인맥관리·사회참여·경제활동 영역으로 구분하고, 각 영역별 모바일 인터넷 활용 수준에 대한 PC 및 스마트폰 접근성·조작역량·활용역량의 영향력을 순서형 로짓 모델을 사용하여 분석했다. 분석 결과 스마트폰 접근성과 활용역량은 모바일 인터넷 활용 수준에 전반적으로 긍정적인 영향을 미쳤고, 스마트폰 조작역량은 일부 상황에서만 유의미한 영향을 미쳤다. 이와 달리 PC 접근성·조작역량·활용역량은 모바일 인터넷 활용 수준에 거의 영향을 미치지 못했다. 다음으로, 이 결과가 모바일 정보격차 해소 정책에 주는 시사점은 다음과 같다. 첫째, 모바일 정보격차 해소 정책은 인터넷 활용 영역 혹은 정책 대상자의 특성을 고려하여 맞춤형으로 추진되어야 한다. 둘째, 정보소외계층에 대한 PC 보급뿐만 아니라 모바일 접근성을 개선하는 정책도 필요하다. 셋째, 모바일 조작역량을 개선하는 정책은 상대적으로 우선순위가 낮다. 넷째, 적극적인 모바일 활용역량 개선을 위해 정보격차 해소를 위한 교육에 모바일 역량에 관한 내용을 확대하는 방안을 고려해 볼 수 있다. 이상의 내용을 효과적으로 추진하기 위해서는 정보격차 정책의 패러다임 변화가 필요한데, 그 출발점으로 현행 「국가정보화 기본법」상 정보격차의 개념에 정보 활용 역량의 차이까지 포함하는 것을 제안한다.
This paper analyzes the factors affecting on the level of mobile internet usage and derives policy implications to eliminate the mobile digital divide. Generally the mobile internet usage areas can be divided into four categories; information production, human network management, social participation, and economic activity. And the accessibility, manipulation capability, and utilization capacity of PC and smart-phone are affecting on the mobile internet usage level in each area. The extent of effects can be analyzed through the Ordered Logit Model. As a result, smart-phone accessibility and utilization capacity have an overall positive impact on the level of mobile internet usage. In addition, smart-phone manipulation capability has a strong influences on some situations. On the contrary, PC accessibility, PC manipulation capability, and PC utilization capacity have little effect on the level of mobile internet usage. The policy implications of this study are as follows: first, the policy eliminating mobile digital divide should be customized as considering the characteristics of each target group. Second, the policy to improe mobile accessibility of the information-poor is important. Third, the policy improving mobile operation capability has relatively low priority. Fourth, improving mobile utilization capacity is strongly needed.
