본 연구에서는 국내 중소환경산업의 중국 삼폐(三廢)분야 진출을 중심으로 한 해외진출 지원정책의 실효성을 평가하고 세부실행정책의 우선순위를 도출하고자 AHP 및 전문가 델파이 기법을 활용하였다. AHP분석결과 정책 평가항목의 중요도는 시행가능성이 가장 높게 나타났고, 그 외 효과성, 효율성, 정치적 수용성, 양립성의 순으로 나타났다. 선택대안별 세부실행정책 우선순위는 발주처 직결형 정보공유가 가장 높게 평가되었고, 그 외 중국특화형 실행조직, 환경기금조성, 발주직결형 네트워킹, 개별 맞춤형 육성 등이 제시되었다. 한편, 전문가 델파이분석을 통해서는 중국 환경정책 변동 리스크 완화, 환경기술 지적 재산권 보호 장치, 원스톱 컨설팅 및 진출단계별 맞춤형 입체적 정보제공 등이 추가적으로 제안되었다. 결론적으로 국내 중소환경업체의 중국을 비롯한 해외진출지원정책은 시행가능성과 효과성, 효율성에 초점을 맞추어 설계되어야 하며 지원조직, 정보, 자금, 네트워킹, 역량강화와 연계된 세부정책이 실행되어야 할 것으로 판단된다.

Using an AHP technique and the Delphi method, this study aims to analyze the effectiveness of policies to support Korean SMEs entering environmental protection markets overseas and derive the priorities for detailed implementation policies with a focus on China`s major pollution removal business. According to the research results, the AHP priority of the policy assessment items was highest in enforceability, followed by effectiveness, efficiency, and political acceptability. On the other hand, the priority order of the detailed implementation policies by option was as follows: client-connected information sharing, China-specific operational organization, establishment of environment funds, and client-connected networking. Drawing from the expert Delphi analysis, additional proposals are made on measures to reduce risks related to change in China`s environmental policy, measures to protect the intellectual property rights of environmental technologies, and the provision of one-stop consulting and customized information services by market entry phase. The study concludes that policies to support Korean SMEs seeking clients in international markets including China should be designed based on enforceability, effectiveness, and efficiency. The priorities for detailed implementation policies can be summarized as: on-site implementation options such as support organizations, information, funds, networking, and capacity building.
