2014년 송파구 세 모녀의 자살 사건이 언론에 보도되면서 빈곤층 삶의 곤궁이 국민에게 큰 충격을 안겨준바 있다. 또한, 새로 분양된 아파트 단지의 분양세대와 임대세대의 반목으로 공동시설을 이용하지 못해 사회·경제적 계층 간 갈등이 증폭되고 있다. 이러한 일련의 사건들은 사회적 갈등의 증폭과 획일화된 복지정책으로 인해 상대적 빈곤층에 대한 복지 사각지대를 양산시켜 공간적 갈등이 심화되었기 때문이다. 빈곤의 공간에 대한 문제점을 극복하기 위해서는 빈곤층의 주거입지와 공간분포패턴을 탐색·분석하여 공간맞춤형의 복지서비스를 제공하는 것이 필수적이다. 가진 자와 가지지 못한 자의 주거지 분화에 따른 공간적 갈등은 도시지리의 주요 주제이다. 이 연구의 목적은 서울시의 대표적 빈곤층인 국민기초생활보장수급자의 공간적 분포패턴 변화를 2006년, 2010년, 2015년의 세 시기를 기준으로 시계열 분석하고, 빈곤층의 주거지 분화를 도시공간구조의 관점에서 고찰하며, 사회적 문제로 대두되고 있는 복지의 사각지대를 해소하는 지리적 탐색과 분석의 토대를 마련하는데 있다. 이 연구를 통해 서울시 빈곤층의 공간적 분포와 주거지 분화의 지리적 분포패턴이 분석되고 사회적 약자를 대상으로 복지의 사각지대를 해소하기 위한 맞춤형 복지서비스 마련의 시사점이 도출될 것이다.

A media reported the suicide of a mother and two daughters of Songpagu in 2014 and the report made people shocked by revealing the destitution of life of poor classes. Antagonism between owners and renters of new apartments has triggered social and economic class conflicts. Such serial incidents increased the social and spatial conflict by producing shadow zone of relative poor classes. To overcome the problem of space of poverty, it is essential to search the poor classes`residential location and spatial distribution pattern and provide spatial welfare service for them. Spatial conflicts caused by residental differentiation between the haves and the have-nots are a major theme of urban geography. The purpose of this study is to analyze changes in spatial distribution pattern of the basic livelihood security recipients at time series of 2006, 2010, and 2016, investigate the residential differentiation of the poor class in the perspective of urban spatial structure, and make a base of searching and analyzing the social welfare shadow zone. This study will elicit the implications on solution of proper welfare service for the poor classes.
