본 연구의 목적은 창의적 체험활동과 지역사회를 연계하는 교육프로그램의 특성과 제약요인을 분석하고 학습자의 개성과 흥미를 살리고 지속가능한 지역발전을 이룰 수 있는 방안을 모색하는 것이다. 자유학기제의 성공을 위해 창의적 체험활동과 지역사회의 연계가 중요한 이슈로 부상하였지만, 준비가 부족한 학교 현장에서는 창의적 체험활동이 형식적으로 운영되는 경우가 많았다. 인천시 강화군을 중심으로 진행된 한국과학창의재단의 `범교과 창의적 체험활동 프로그램` 개발과 `미래마을 프로젝트`는 자유학기제의 대표적 성공사례로 평가받고 있다. 하지만 지역의 특수성을 충실히 반영하고 지역 공동체와의 협력하는 과정이 생략된 채 교육청 주도로 단기적 성과위주의 프로그램이 조급하게 시행되고 일회성 행사가 반복되다 보면 지역주민들과 평범한 학생들의 소외감은 커질수밖에 없다. 특히 학교 밖 교육활동에 관해 자신감과 전문성이 부족한 교사가 자유학기제 프로그램을 형식적으로 운영하게 되면 창의적 체험활동의 교육적 의미는 축소·왜곡될 가능성이 높다. 또한 지방자치단체의 경직된 관료주의에 부딪쳐 지역사회의 지속가능한 발전을 촉진할 수 있는 창의적 체험활동의 잠재력이 훼손되기도 한다. 학교를 넘어 지역사회와 자유롭게 소통하는 문화, 학습자를 중심에 놓고 유연하게 경계를 `넘나들며 배우는` 학습 공동체의 형성, 교육·학교·성공의 의미에 대한 깊은 성찰과 새로운 관점의 도입이 지속가능한 지역발전을 촉진하는 창의적 체험활동의 성공적 실천을 위한 핵심 과제가 될 수 있다.
This research aims to suggest the ways to empower individual learners through creative fieldwork by analyzing the condition of the successful educational program to foster or learning local community for sustainable development. In the free-semester education system, it is important to establish the links between creative fieldwork and local communities. To tackle the problems caused by lack of preparation for creative fieldwork in schools, `the local community-linked model` was suggested by experts. Creative fieldwork program in Gangwha such as `future village` project has been touted as a successful case. However, the educational supervisors seeking for a short-term success without the long-term vision seem to make the difficult situation more complex. Teachers lacking expertise and passion for creative fieldwork seem to view the extra-curricular activities and outdoor learning program as useless tools or even big burdens. Local government officials which are sensitive to the political agenda can prevent young learners and local communities from achieving sustainable developments through creative fieldwork. Active interactions with local communities, critical reflections on current educational practice and alternative ideas to surpass the conventional boundaries of school, such as `learning to leave` concept, can help to fulfill its diverse potentials.
