관료들이 주어진 정책목표를 달성하기 위해 어떻게 일하였는가를 정책집행 사례의 단면을 통해 분석하는 것은 정책집행 연구에 매우 중요하다. 본 연구는 박정희 시대 관료제가 어떻게 정책을 집행하였는지 분석하기 위하여, 시대적 특징으로 여겨지는 계몽행정이라는 정책수단에 주목하였다. 여기서 계몽은 보상이나 처벌과는 달리, 설득처럼 정책대상자에게 상황에 대한 정보를 제공함으로써 자발적 순응을 이끌어내는 정책수단이다. 분석 결과, 개발연대 관료제의 정책집행 과정에 수반된 계몽활동은 당시의 행정을 지배하는 패러다임으로 나타났다. 첫째, 계몽행정은 개발연대 정책집행의 해석틀로 작용하는 일종의 메타상징이었다. 계몽은 메타정책언어로서 지시와 지도, 선전과 홍보, 권유와 설득 등 다양한 방식을 통해 정책에 대한 국민의 순응을 제고하였다. 또한 국가의 공권력 집행과 쉽게 결합되는 일종의 메타정책수단이었다. 둘째, 계몽행정은 국가관료제가 사회를 통제하는 통로로 작용했다. 계몽의 과정에서 계몽 활동의 주체는 관변단체 및 민간인으로까지 확대되었다. 계몽행정은 관료제의 행정권 확대에 명분을 부여하며 행정국가의 팽창을 가져왔다. 국민을 계몽한다는 명분하에 추진된 개발연대의 정책들은 국민들의 순응을 이끌어내어 일정부분 집행의 효율성을 확보할 수 있었다. 그러나 계몽행정은 관료들이 사회의 목소리 보다는 국가개입과 행정편의에 입각하여 정책을 집행하는 전통을 만든 요인이기도 했다.

The objective of this study is to analyze the process of policy implementation as the Park Chung-hee government of Korea enacted an economic development plan. Special attention was paid to the state bureaucracy`s enlightenment activities, through which the government could implement public policies. Unlike reward or punishment, enlightenment as persuasion is a policy instrument that induces voluntary compliance by providing government`s will or policy information. The analysis says that Park Chung-hee government`s enlightenment activities were the dominant paradigm that governed the administration at the time. First, the enlightenment administration was a meta-symbol that served as an interpretive platform for understanding the policies of the times. Enlightenment is a meta-policy language that has improved people`s compliance with policies through various methods such as instruction, guidance, propaganda, and persuasion. It was also a meta-policy instrument that combined frequently with the exercise of legal force. Second, the enlightenment administration functioned as a channel to control the society; in the process, the subjects of the government`s enlightenment activities extended beyond only public servants to civilians. The enlightenment administration gave justification to expanding the administrative state, and the policies that accompanied the enlightenment activities were effectively executed because people easily complied with them. However, the enlightenment administration was also a factor in enforcing policies with administrative convenience irrespective of the voices of society.
