본 연구는 고용센터의 신규 설치를 위해서 요구되는 다양한 기준의 상대적 우선순위(중요도)를 실증적으로 분석하는데 목적이 있다. 이를 위해서 기존연구의 핵심내용을 검토하여 이론적, 정책적으로 고려해야 할 요소를 도출하고, 관련 분야 정책행위자(전문가 포함)를 대상으로 AHP(Analytic Hierarchy Process)를 적용하여 우선적으로 고려해야 할 요소를 실증적으로 분석하였다. 이를 통해 1) 행정수요, 2) 업무량, 3) 물리적 범위의 순으로 상대적인 우선순위가 도출되었으며, 세부적인 요소에 대한 중요도(가중치)를 실제 원자료(raw data)에 적용하여 다양한 비교 분석을 수행하였다. 분석결과를 토대로 향후 정책적방향에 대한 시사점과 주의점에 대해서 논의하였다.

This study empirically analyzed the relative priorities (i.e., the importance) of various criteria for new employment center installations. The analytic hierarchy processes of policy actors showed how they prioritized 1) administrative demand, 2) workload, and 3) physical range and also reflected a range of weights. Comparative analysis was conducted, and the implications are discussed.
