본 연구는 예비타당성조사의 예산증감에 있어서 정책분석가의 역할에 대하여 실증적으로 분석하고자 한다. 분석을 위하여 한국개발연구원(KDI) 공공투자관리센터의 2012년부터 2014년까지의 연차보고서 자료를 활용하였다. 예비타당성조사의 객관성과 투명성을 높이고 조사결과의 신뢰성을 높이기 위한 중요한 요인은 정책분석가 특히, 외부연구진의 참여와 구성이라고 할 수 있다. 따라서 본 연구에서는 이러한 외부연구진의 수와 대학, 기업 그리고 대학과 기업으로 구성된 연구진에서 어떠한 예산증감 행태가 나타나는지를 분석하고자 하였다. 분석결과, 합리적 정책분석가로서 외부연구진의 수가 늘수록 예비타당성조사의 예산은 감소하는 것으로 나타났다. 반면, 연구진 구성의 종류(대학과 기업)는 통계적으로 유의미하게 나타나지 않았다. 이 결과는 크게 두 가지 측면에서 해석될 가능성이 있다. 첫째, 예비타당성조사에서 외부연구진의 참여는 정책분석과 평가에 있어서 객관성을 향상시켜 재정적 효율성에 긍정적인 영향을 줄 수 있다. 둘째, 예비타당성조사에서의 사업비 감소는 사업기안부처 혹은 기관과 한국개발원 사이에 정책분석을 두고 치열한 논쟁이 있었음을 의미 할 수 있다. 사업기안 기관과 한국개발원은 서로 간에 자신들의 정책논리를 설득하는 작업을 할 것이고, 이러한 측면에서 외부연구진의 수 증가와 사업비 감소가 해석될 수 있다.

This study empirically illuminates the role of policy analysts in making budget adjustments in preliminary feasibility studies. The data analyzed for this study were the Korea Development Institute`s 2012 to 2014 annual Public and Private Infrastructure Investment Management Center reports. To enhance the rationality and transparency of these studies, who participates in them is important. The study analyzed the impacts of numbers and compositions of non-KDI researchers, such as from the university and business sectors, on budget adjustments, and the results showed that more outside researchers led to greater budget savings compared with original agency plans. The study results can be interpreted in two ways: First, policy analysts outside the KDI provide diverse opinions and perspectives, which can improve the efficiency of policy analysis and evaluation. However, at the same time, the budget cuts in preliminary feasibility studies can be interpreted in terms of inter-organizational disputes and politics between the KDI and policy implementation agencies. The KDI could possibly attract more outside researchers to defend its policy logic and rationales against individual agencies.
