2010년대 초반까지 바이에른 주는 독일에서 가장 비우호적인 난민정책으로 많은 난민의 원성을 샀다. 적지 않은 난민들이 이에 항거하는 시위를 개별적 또는 작은 집단 차원에서 벌였지만, 주와 시 정부의 강경한 태도와 독일인의 참여와 연대 부족으로 번번이 별다른 성과를 거두지 못했다. 난민단체인 <보이스>와 <카라반>이 조직한 뷔르츠부르크에서 베를린까지의 항의행진과 오란니엔 광장에서의 행동텐트는 언론의 적극적인 개입과 독일인 지지자들의 참여와 연대 덕분에 난민에 대한 사회적 관심을 고조시켰을 뿐만 아니라 독일인에게 도덕적 수치심과 책임감을 일 깨웠다. <보이스>와 <카라반>과 같은 난민 네트워크가 독일 난민정책을 바꾸는데 가장 중요한 역할을 하였는데, 이들은 다양한 배경을 가진 난민들을 하나로 묶어냈고, 이들의 자기 역량화를 강화하였으며, 새로운 투쟁방식을 통해 난민 문제를 사회적 의제로 만들어냈다. 뷔르츠부르크에서 시작하고 베를린 크로이츠베르크에서 본격화된 난민의 인정투쟁은 독일 중 간층의 인식변화를 끌어냈을 뿐만 아니라 혈연주의에 기반을 둔 독일의 국가 정체성에 의문을 제기함으로써 독일이 다문화사회로 진입하는데 중요한 전환점이 되었다. 이런 인식 변화 덕분에 독일 정부는 이후 중동 출신 난민을 대규모로 수용할 수 있었다. 하지만 다른 한편으로는 다문화 사회로 변화하는 것에 반대하는 (극)우파 진영을 단결하게 함으로써 독일 사회가 한동안 독일 정체성을 둘러싼 갈등을 겪을 수밖에 없도록 하였다.
The current issue of refugees is largely the product of international politics, and is managed with the interests of countries as well as the dynamics of international politics. Although different by countries, refugees are managed through the technique of compartmentalization, grading of nationality, and transparency. Refugees are labeled badly in many aspects, but the issue of refugees can be addressed through the cooperation among supporters or helpers. Kreuzberg in Berlin is the center of autonomy movement in Germany. The movement of alternative lives vehemently pursued in this area was internationally well-known, and the area was labeled as avant-garde space or x-berg through the movement. The autonomists of this area are in activity based on the area identity. By actively involving in the issue of refugees, these activists not only fought against the compartmentalization, grading and transparency, which are the methods of monopolistic management by the country, but also made a crack on the strong framework managed by the country. In addition, they played a pivotal role in bringing the issue of refugees to the social issue of Germany, and made a significant progress in improving the treatment of refugees, though small. The connection between autonomists and refugees in Kreuzberg showed a new potential of solving the refugee issue. Such potential was made possible due to the area identity established by autonomists and refugees, which indicates that certain areas can play more than the role of a simple agent or executioner of international politics or countries.
