이 연구는 책임성 갈등 상황에 직면한 공무원의 대응이 개인이 지닌 삶의 양식(ways of life)에 따라 달라지는가를 사회복지전담공무원을 대상으로 분석하였다. 305명의 사회복지전담공무원을 설문조사한 결과, 사회복지전담공무원의 삶의 양식은 주로 평등주의로 나타난 가운데, 모든 삶의 양식에서 책임성 딜레마에 대응하는 우선적 전략은 순종(loyalty)이었으나, 운명주의자의 경우는 방치(neglect)에 대한 선호가 상대적으로 강했으며 평등주의자는 설득(voice) 전략이 비교적 높게 나타나, 삶의 양식이 대응 전략의 차선책 선택에 부분적으로 영향을 미친다고 볼 수 있었다. 또한 개인주의자가 대부분의 책임성 갈등 상황에서 갈등을 더 강하게 인식하였는데, 특정한 책임성에 강한 선호를 느끼지 않을 개인주의자의 특성 상 어떤 책임성을 선택할지 갈등이 더 큰 것으로 해석할 수 있었다. 전문가적 책임과 정치적 책임의 충돌 상황에서는 전문윤리와 민원인의 요구에 부응하려는 성향이 강한 평등주의자가 그렇지 않은 계층주의자에 비해 갈등 인지 수준이 더 높게 나타났다. 사회복지전담공무원이 복지 현장에서 책임성 갈등을 적극적으로 풀어가길 바라는 기대 하에서 공무원 개인이 지닌 삶의 양식이 갈등 대응에 중요한 설명 요인이 될 수 있는가를 살펴본 연구 결과, 책임성 갈등을 인식하는 정도는 삶의 양식에 따라 다를 수 있으며 삶의 양식은 갈등 상황에서 대응 전략 등을 선택할 때 제한적 영향을 미칠 수 있는 것으로 나타났다.
This study examined whether the responses of local government officials, facing accountability dilemma situations, would be different according to their `ways of life`, with a focus on South Korean social welfare officials. Using survey results gathered from 305 social welfare officials in Seoul and Gyeonggi province, this study explored what their ways of life(egalitarianism, hierarchy, individualism, fatalism) were, and how they perceived and responded to the accountability dilemma situations in terms of EVLN(exit, voice, loyalty, Neglect). The major findings are as follows. First, two thirds of the surveyed welfare officials represented `egalitarianism`. Second, although the most preferred strategy regardless of ways of life were `loyalty`, fatalists preferred `neglect` and egalitarians preferred `voice` to other two strategies respectively, which showed that `way of life` influenced the selection of the second best strategies. Third, in most dilemma situations, individualists perceived the dilemma more severely than other ways of life. Fourth, in the `professional vs. political accountability` dilemma situation, egalitarians perceived the dilemma more strongly than hierarchists. In sum, the results of the study suggest that social welfare officials` perception of accountability dilemma seem to be different according to their `ways of life`, and that their `ways of life` also partially influence the selection of response strategies in the dilemma situations.
