본 연구는 정부지원이 사회적 기업의 경제적·사회적 성과에 미치는 효과를 실증분석하는 것을 목적으로 한다. 민간에서 스스로 자원을 조달하여 사회문제를 해결하려는 시도인사회적 기업은 그간 정부의 적극적인 육성정책 아래 양적으로 크게 확대되어 왔다. 그러나 사회적 기업에 대한 많은 관심과 논의의 증가에도 불구하고, 사회적 기업에 대한 정부지원의 효과를 실증적으로 탐구하려는 시도는 여전히 제한적이다. 이에 본 연구는 사회적기업 연구소의 <사회문제와 사회혁신 2015> 조사결과를 바탕으로 정부지원이 사회적 기업에 미치는 긍정적·부정적 영향을 포괄적으로 살펴보고자 시도하였다. 분석결과, 수익을 창출하지 못하는 영세한 사회적 기업의 경우 정부의 지원은 사회적 성과만을 높이는 반면, 이미 자립기반이 확립되어 수익을 창출하는 사회적 기업의 경우 정부지원은 이들의 경제적 성과에만 긍정적 영향을 미치는 것으로 나타났다. 또한 사회적 기업의 경제적·사회적 성과는 모두 지원이 지나치게 단기·장기로 이루어지기보다 적정한 수준에서 이루어질 때 가장 극대화되는 것으로 나타났다. 이러한 결과는 사회적 기업에 대한 보조금 지원이 지나친 장기화를 지양해야 하며, 초기의 영세한 사회적 기업에게만 한정되어야 함을 시사한다. 따라서 사회적 기업의 성과를 높이기 위해서는 이들에 대한 지원의 방식과 유형을 다각화하고, 이들의 유인을 제고하기 위한 제도적 장치가 필요하다고 판단된다.

Government funding for social enterprises (here after, SEs) is a tool for enhancing their efforts to solve social problems and to deliver social services. Despite the substantial growth of SEs in Korea, little empirical evidence is available on the effectiveness of funding on overall performance of SEs. Using data collected from < Social Issues and Social Innovation Survey 2015 > conducted by Center For Social Entrepreneurship Study, we evaluate the impact of government funding on both economic and social performance of Korean SEs. The results are as follows: 1) government funding is effective for SEs` economic performance when they make profit, 2) funding also increases social performance of SEs when they experience financial loss, and 3) only medium level of government funding, compared to high or low level, positively affect the performance of SEs. These results suggest that government funding should serve only to small and start-up SEs that experience lack of resources in a time-limited way. These findings contribute to our understanding of Korean social enterprises, and call for further attention on this topic by both academicians and practitioners.
