본고는 중국이 북핵의 근원을 무엇으로 인식하는지에 대해 분석한 후, 중·미 간 북핵문제 인식의 갈등과 협력 그리고 중국이 고려하는 북핵 문제 해법을 규명하였다.
중국은 한반도 문제의 핵심을 북한문제로 보지만 북한문제의 핵심은 북핵문제로 보고 있다. 중국은 기본적으로 북핵을 한반도 문제라고 인식하면서도 실질적으로는 중·미 간 외교 관계에서 해결될 수 있다고 본다. 한반도는 중·미 양국의 외교정책과 긴밀하게 연관되어 있으므로 북핵 문제 또한 중·미의 영향력을 무시할 수 없다고 보기 때문에 본고는 중·미 관계 속에서 북핵 해법을 규명해 보았다.
중국이 인식하는 북핵의 근원은 냉전체제의 산물로 미국의 대북한 압박을 꼽고 있으며, 동북아의 안전 보장 시스템이 결여된 상황에서 북한은 국내 정치적·경제적 이유와 생존을 위해서라도 북핵에 집착할 수밖에 없다고 보고 있다. 따라서 해결 방안도 원론적인 차원에서 북·미 관계 개선과 상호 적대 행위 중지, 북핵 우선 해결론 포기로 한반도 평화체제를 건립하며, 6자회담을 개최하여 한반도 평화를 보장하는 방안을 주장하고 있다. 비록 중·미간 목표, 전략, 대북 제재 방법이나 해결 수단의 차이 등에 대해 상호 갈등하고 있지만, 한반도 비핵화와 평화라는 대전제에 대해 양국의 목표가 일치하기 때문에 상호 협력하여 북한의 대외 환경 개선뿐만 아니라 북한의 미래 정책 방향에 대해서도 협력할 수 있다고 본다. 따라서 중국은 중·미 간 상호 협력으로 한반도의 평화 및 동북아 안전을 확보하는 것이 필요하다 고 보고 있지만 양국 관계에서 합의점을 찾지 못해 북핵문제는 여전히 해결이 어려운 실정 이다.
This paper discusses conflicts in the relationship between China and the US on the issue of North Korea nuclear program. Chinese understanding of North Korean nuclear issues is basically related with the situation inside of the Korean peninsula; but the Chinese government has come to recognize that nuclear issues can be solved through its diplomatic foreign relationship with the US. This paper explores the Chinese understanding of the situation based on the roots of North Korea`s nuclear program, conflict and cooperation between China and the US on the issue, and a final solution for North Korea nuclear issue.
The Korean peninsula is very complicated area not just in regards to the conflict between South and North Korea, but also in terms of the various international interests that come into play among countries in the Asia Pacific region. In order to solve the Korean nuclear problem peacefully, international cooperation is needed. To achieve this, the political interests of the US, Japan, Russia and China need to be analyzed, specifically to identify any paradoxes that may occur inside and outside of Korean peninsula.
By and large, conflicts between China and the US on the issue are essentially caused by systematic paradoxes such as differences in ideology, political systems, and strategic goals. Despite such conflicts, a certain degree of cooperation from both sides is urgently needed. Solving the North Korea nuclear issue could provide a touchstone for creating solutions for other problems between China and the US.
