이 연구는 광역자치단체의 저출산·고령화 요인과 결과를 특·광역시와 도별로 찾아내고 이들을 서로 비교하면서 그와 관련된 정책적 함의를 찾아내는 것이다. 특·광역시와 도의 저출산·고령화 요인과 그들이 지방자치단체에 미친 결과를 찾아내기 위하여 매개모형을 개발하였으며, 이모형들은 특·광역시와 도를 분리하여 측정함으로써 특·광역시와 도 사이에 차이가 있는 지의 여부를 조사하였다. 모형들의 측정결과 저출산의 경우 5개(완벽 매개모형 2개), 노령화의 경우 6개(완벽 매개모형 1개)의 매개모형이 작동하는 것으로 측정되었다. 매개모형들에 포함된 중요변수들의 측정결과를 보면, 저출산 요인들 중 사교육비의 증가가 출산율을 감소시키는 주요 원인으로 나타났다. 특·광역시와 도 모두 같은 결과를 보여주었다. 노령화의 경우 소득과 여가복지시설 변수들이 노령화지수에 특·광역시에서는 반비례, 도에서는 비례적 관계가 있음을 보여주었다. 그리고 이 연구의 결과는 특·광역시의 경우 소득, 사교육비, 여결혼연령이 생산적 복지지출을 증가시키는 것으로 나타났고, 도의 경우 도의 소득, 의사수, 여가복지시설 등이 생산적 복지에 비례적으로 영향을 주는 것으로 나타났다. 이는 지역경제의 활성화를 위한 특·광역시와 도의 저출산 노령화 정책은 서로 달리할 필요가 있다는 것을 시사 하는 것이다.

This paper investigates factors and results of low birth rate and aging society by metropolitan areas and local districts and looks for policy meanings by comparing them. In order to do this, this paper developed and measured the intermediation models. The results shows that five intermediation models work in the part of low birth rate; six intermediation models work in the part of aging society. The main factor of decreasing birth rate was the increase of the private education cost in both metropolitan areas and local districts. In the case of aging society, variables of income and leisure facilities affects aging index negatively in the metropolitan areas, while influences it positively in the local districts. The results of this research show that the factors of increasing productive welfare spending are local income, private education expenditure, marriage age of female in metropolitan areas, while the factors of increasing productive welfare spending are local income, number of local doctors, leisure facilities in local districts. This means that local policies for low birth rate and aging policies of metropolitan areas and local districts should be developed separably in order to stimulate regional economic growth.
