이 논문에서는 남북한 로마자 표기법의 통일을 위한 기준을 이론적으로 검토하여 설정하고, 현행 남북한 로마자 표기법을 비교 분석하면서 차이가 나는 쟁점은 무엇인지 찾아내고 앞서 설정한 기준에 따라 쟁점의 해결을 중심으로 로마자 표기법의 통일안에 대하여 제언하였다. 먼저 로마자 표기법은 기본적으로 외국인을 위한 표기 체계라는 점에서 전사법이 전제되어야 함을 밝히고 통일안의 기준으로 네 가지를 제시하였다. 현행 로마자 표기법은 남북한 모두 광복 이전의 전사법인 MR 표기법을 그 근간으로 삼고 있으며, 상당 부분에서 동질적임을 확인할 수 있다. 다만, 파열음의 유무성 구분 현상의 반영 여부, 모음 `ㅓ`와 `ㅡ`의 표기 등에서 차이가 나타난다. 이를 해결하기 위하여 어문 규범 내에서 전사법과 전자법을 각각 구분하여 제정하는 이원적 표기 체계의 수립을 통해 철저한 전사법적 원리를 구현할 것과 외국인의 발음에 대한 한국인의 인식 조사 연구의 필요성 등을 제언하였다.

This thesis sets standards for unifying Romanization of the South and North Koreas through theoretical examination, puts forward controversial issues by analyzing the current Romanization systems of the South and North Korea, and suggests a draft on unified Romanization system according to the aforementioned standards, focusing on settlements of the issues. In this paper, it is noted, first of all, that Korean Romanization requires transferring process since it is for foreigners. The currently used Romanization systems in the two Koreas are based on MR, which is a transferring process used before 1945. Thus the systems of the two are found to share many parts of similar characteristics, yet, with some exceptions where there are some differences in reflection of division of for plosive and writing vowel `ㅓ`, `ㅡ` etc. As solutions to them, some suggestions are made, some of which include: realizing a transferring process principle by establishing a dual notation system that assorts transferring process and electronography and stressing the need for more studies to examine how Koreans view foreigners` pronunciation.
