무한경쟁 시대의 각 지방자치단체는 자생력과 경쟁력 강화가 가장 큰 당면과제로 인식되고 있다. 따라서 전국의 지자체들은 내부의 지역민들의 통합을 이루고 대외 이미지 제고를 꾀하는 홍보수단으로서 앞 다투어 캐릭터를 개발하고 있다. 그러나 캐릭터의 개발과 도입의 이면에는 행정편의주의에 의해 개발되거나 내용적으로도 지역의 정체성, 조형성이 무시되는 등의 문제점을 안고 있다. 가장 중요한 것은 막대한 예산을 들여 도입한 이후에도 전혀 활용이 이루어지고 있지 않고 있다는 것이다. 따라서 효용성 극대화 및 캐릭터의 부가가치 창출까지의 효과적인 활용에 대한 문제인식과 지자체 나름의 제도적 노력이 요구되고 있다.

One of the most urgent problems of the local governments and organizations is to strengthen their competitiveness and self-reliance in the times of unlimited competition. Developing symbolic character design has been recognized as one of the ways of making public relation and uniting local communities as well as individuals. However, the design and the introduction of character has problems of ignoring the identity and live contents of the local areas. But most important one is that the adopted character design with a huge budget is not used in reality. Therefore, it is required for local governments to maximize the utility and to produce the added value to the character.
