본 연구는 국민연금에 의한 재활서비스의 필요성을 검토하고, 국민연금이 제공할 효율적이고 실현가능한 재활서비스의 구축방향을 모색하기 위해 이루어졌다. 우리나라에 서 재활서비스에 대한 장애연금 수급자의 수요는 매우 높지만 이를 충족시키기 위한 재활인프라는 재원의 제약으로 매우 미흡한 실정이다. 이런 점에서 국민연금의 재활서 비스는 재활서비스 사각지대의 해소와 연금재정의 건전화 차원에서 추진될 필요성이 큰 것으로 검토되었다. 국민연금의 재활서비스는 경제성의 원칙 하에서 구축되어야 할 것이다. 이런 점에서 초창기 국민연금의 재활서비스는 의료재활보다는 직업재활 중심으로, 장애연금 수급자를 대상으로, 재취업 서비스 중심의 서비스를 제공하는 것이 바람직 할 것으로 판단된다. 이때 국민연금은 직업재활서비스의 대부분의 과정을 외부 전문기 관에 위탁하면서도 재활사례관리사를 중심으로 직업재활의 전 과정을 통제하는 적극적인 역할을 수행해야 할 것이다.

This study discusses the necessity for rehabilitation service by the National Pension Scheme and what methods to take to establish it. The demand for rehabilitation services in Korea is expected to increase radically in the future, as the beneficiaries of the disability pension will be raised. However, the infrastructure for rehabilitation service is not established because of financial constraints. In this regard, rehabilitation services by the National Pension Scheme can contribute to covering this deficits and enhancing the financial stability of the pension fund. The rehabilitation services of the NPS should be established under the principle of economic efficiency. This services should mainly provide the vocational rehabilitations and cover beneficiaries of the disability pension. Most of the process of vocational rehabilitation should be commit to the outside agencies. But the National Pension Scheme, as the rehabilitation coordinator, should control the whole process of vocational rehabilitation practices.
