자살문제에 대한 적극적인 예방대책으로서 세계보건기구(WHO)는 각국 정부에 국가 적 차원의 접근을 권장하고 있으며, 국가전략 시행은 자살률 감소에 효과적인 것으로 평가되고 있다. 이에 본 연구는 효과성이 입증된 뉴질랜드·미국·아일랜드·잉글랜 드·스코틀랜드·호주의 6개국 국가전략과 우리나라 국가전략인 제2차 자살예방종합 대책을 WHO가 자살예방 국가전략 수립을 위해 권장하고 있는 프레임워크의 핵심요소 인 (1) 명확한 목표, (2) 위험요인 및 방어요인, (3) 대상별 효과적 개입방법, (4) 집계시 스템 개선 및 연구, (5) 모니터링 및 평가의 구체성 차원에서 비교·분석하였다. 분석 결과, 성과목표나 개입방법은 비교적 구체적으로 제시된 반면, 조직적 수준에서 우리나 라 국가전략은 조직간 협력이 불명확하고, 위험 및 방어요인 분석이 미흡하며, 예방전략 효과성 평가가 부족함이 발견되었다. 이에, 국가전략 시행과정과 성과를 점검하고 보 완·발전시키기 위한 평가 계획이 실행되어야 함을 제안하였다.

With increasing international concerns on suicide, the United Nations(UN) and the World Health Organization(WHO) have recommended every government should develop and implement a comprehensive national strategy for suicide prevention. This study analyzed the strategies of New Zealand, the United States, Ireland, England, Scotland, and Australia in comparison with that of Korea. For this purpose, those national strategies were analyzed based on the framework presented by the WHO. The strategies were reviewed and analyzed with regard to the potential components of a suicide prevention strategy; (1) clear objectives; (2) relevant risk and protective factors; (3) effective interventions; (4) improving case registration and conducting research; and (5) monitoring and evaluation. The results show that, while goals and intervention methods were well presented in Korea`s national strategy, inter-organizational collaborations were not clear, analysis of risk and preventive factors was not carried out, and there existed the lack of effectiveness evaluation for prevention strategy. It is suggested that action process and outcome need to be checked, and evaluation plan needs to be implemented to improve and develop the national strategy for suicide prevention.
