빈집 수가 증가하고 빈집 발생으로 인한 문제점들이 부각되면서 국가적 차원에서 빈집정보시스템을 구축하기 위한 시도들이 나타나고 있다. 빈집 실태에 관한 정보를 파악하려는 목적은 빈집의 활용이라고 볼 수 있다. 본 연구는 해당 커뮤니티 특성과 주민 수요를 반영한 맞춤형 빈집 활용을 위한 의사결정지원시스템을 개념적으로 구축하는 데 목적을 두었다. 이 시스템은 빈집 총량과 빈집 유형 분류, 빈집 분포 및 군집 분석, 근린주거환경 분석을 통한 빈집지구 유형화, 빈집 활용을 위한 대안을 제공하는 기능을 갖추고 있다. 또한 이 시스템은 모듈-컴포넌트 방식으로 설계되어 시스템의 각 구성요소가 독립성을 가지고 각 모듈의 기능을 수행한다. 사례지역의 유형별 빈집 특성을 바탕으로 적실한 빈집 활용 대안 도출까지 일련의 복잡한 과정들이 빈집활용지원시스템 내에서 작동되도록 고안하였다. 본 연구는 빈집 유형 분류와 근린주거환경 특성을 반영한 맞춤형 빈집 활용 대안을 모색하는데 있어서 객관적이면서도 주민참여형 협력적 의사결정지원 기능이 수행되도록 개념적으로 설계하였다. 본 연구는 빈집을 어떻게 활용하는 것이 맞춤형 활용 방안이 될 수 있는 가에 대한 기초 연구이다. 따라서 본 연구를 기반으로 빈집활용지원시스템이 실제로 작동된다면 해당 커뮤니티별로 적실한 빈집 활용 방안을 수립할 수 있을 것으로 예상되며, 빈집 문제를 해결하려는 정책과 전략들의 실효성도 높아질 것이다.
As increasing in number of vacant houses becomes a growing problem, it is sought to develop the vacant housing information system at a national level. The purpose for investigating physical conditions of the vacant house is to reuse the vacant house. The study is intended to build the conceptual framework of spatial decision support system for promoting community-specific reuse of vacant houses. The functions of this system are to provide a total number of vacant houses, to classify the vacant housing type, to show spatial distribution of vacant houses, to categorize the vacant housing district based on the analysis of neighborhood environment, and to suggest the alternative reuses of vacant houses. The system is designed in module-component types that each component of subsystem performs independently. A series of complicated processes, from analysing the type of vacant housing characteristics in certain districts to suggest alternative reuses of vacant houses, can be operated in this system. This study is also conceptually designed to devise the collaborative decision making system and to perform objectively in a search for alternative uses of vacant houses, considering the vacant housing types and characteristics of neighborhood environment. It is an introductory research on how to reuse the vacant houses in given conditions. Therefore, when this system is actually operated in real area-specific context, it is expected to implement more proper reuse of vacant houses for a specific neighborhood and to increase the effectiveness of policies and strategies to solve the problems of vacant houses.
