수원시는 도시가 성장하면서 도심을 중심으로 쇠퇴 지역이 형성되고 있다. 본 논문에서는 수원시 도시쇠퇴 실태를 계량적으로 분석하여 도시쇠퇴의 공간적 패턴을 규명하고, 도시재생이 우선적으로 필요한 지역을 파악하고자 하였다. 쇠퇴 지역을 파악하기 위해 도시쇠퇴 지표를 선정하고 복합쇠퇴지수를 산출하여 분석하였다. 수원시도시쇠퇴 분석 결과 도시재생의 우선순위 동으로 세류1동, 행궁동, 고등동, 연무동, 지동, 세류2동, 매탄4동의 순으로 나타났다. 보다 효과적인 도시재생 정책이 수립·집행되기 위해서는 도시쇠퇴 원인이 무엇이며, 쇠퇴 지역이 갖고 있는 자연 및 인문환경의 장소자산과 잠재적 역량을 발굴하여 지속가능한 발전을 이끌어내고, 주민이 필요로 하는 그리고 주민 주도형의 도시재생 정책과 도시재생 사업이 이루어져야 한다. 향후 동 단위가 아닌 근린지구 또는 블록 단위에서의 보다 세부적인 도시쇠퇴 분석이 필요하며, 도시쇠퇴 지표의 적절성에 관한 지속적인 연구가 이루어져야 할 것이다.

In the city of Suwon, urban decline has significantly occurred in downtown area. This paper investigates the spatial patterns of urban decline of Suwon by quantitatively and statistically measuring the actual situation of urban decline in Suwon. By doing so, this research aims to figure out which areas of Suwon have priorities in terms of the necessity of urban regeneration. The outcome of analysis shows that Seryu1- dong, Haenggung-dong, Godeung-dong, Yeonmu-dong, Ji-dong, Seryu2-dong, Maetan4-dong are a priority group in terms of the necessity of urban regeneration in Suwon. In order to devise and implement more effective urban generation policies, attention should be paid to the enhancement of sustainable development through finding out place assets and potential capabilities based on localities. In addition, we should pursue urban regeneration policies and activities in which the real needs of local residents are achieved and local residents get the initiatives. More detailed analysis on urban decline at the geographical scale of neighborhood or block is needed. Furthermore, in-depth research into the adequacy of the urban decline indices is required.
