공공성 담론은 신자유주의 담론에 대한 대항담론으로서 최근에 등장하였다. 그러다 보니 공공성 담론은 개념적, 이론적 근거가 아직 미약한 상황이다. 따라서 이글은 신자유주의 담론과의 대결이라는 측면에서 공공성의 철학적 기초를 구성하는데 초점을 맞춘다. 존재론적 차원에서는 신자유주의의 분리의 존재론에 대비되는 관계의 존재론을, 인식론적 차원에서는 도구적 인식론에 대비되는 공감적 인식론을, 윤리론적 차원에서는 개인적 책임론에 대비 되는 공유적 책임론을 공공성의 철학적 토대로 구성한다. 관계의 존재론에서는 공(共)을, 공감적 인식론에서는 통(通)을, 공유적 책임론에서는 애(愛)를 공공성의 실천논리로 제시한다. 마지막으로는 관계, 공감, 공유적 책임을 철학적 기초로 하고, 공, 통, 애를 실천논리로 하는 공공성의 개념도식을 구성하고, 이를 바탕으로 행정의 공공성모형을 제시한다.

Publicness discourse has recently emerged as a counter-discourse against neoliberal discourse. The conceptual and theoretical basis of the publicness discourse is still weak. Therefore, this paper focuses on the philosophical foundation of publicness in terms of confrontation with neoliberal discourse. The ontology of relation in contrast to the ontology of separation in the ontological dimension, the empathic epistemology in contrast to the instrumental epistemology in the epistemological dimension, and the sharing responsibility in contrast to the individual responsibility in the ethical dimension are discussed as the philosophical foundation of publicness discourse. The commonness in the ontology of relation, communication in empathic epistemology, and love in the sharing responsibility are suggested as the logic in practice of publicness. Finally, this paper formulates a conceptual diagram of publicness with the philosophical basis of relationship, empathy, and sharing responsibility, and presents a publicness model of public administration.
