본 연구는 중앙정부의 스마트워크 적용 가능성에 대한 영향요인을 비교 분석하는데 목적이 있다. 이를 위해서 고용노동부와 국세청 사례를 중심으로 실증분석을 수행하였다. 분석 결과, 고용노동부와 국세청의 현재 상태에서 스마트워크 적합 가능에 영향을 미치는 요인은 상이한 것으로 분석되었다. 더불어, 스마트워크 활성화를 위한 선행요건에서도 고용노동부(업무분장 조정, 법제도 정비 등)와 국세청(업무시스템 개선)은 차이를 보였다. 한편, 향후 선행요건이 충족된 경우 스마트워크 가능횟수의 영향요인도 현재 상태를 기준으로 하였을 때와 다소 다른 것으로 분석되었다. 특히, 고용노동부와 달리 국세청은 주로 다양한 인적특성에 의해서 영향을 받는 것으로 나타났다. 이상의 분석결과를 토대로 향후 정책적 시사점에 대해서 논의하였다.

The aim of this study is to compare and analyzes influential factors on the applicability of the smart work which arer unning in Korea Central government. To get the meaningful insights, this empirical study focuses on the cases of “Ministry of Employment and Labor” and “National Tax Service.” Interestingly, we find that the influential factors on the possibility of application of smart work differ between these Korean Central Governments in their current states. Also, the result shows that the preceding requisites to vitalize the smart work are also different between them. More specifically, the coordination of job assignment and institutional rearrangement are the prerequisites for `Ministry of Employment and Labor` and the improvement of work process for `National Tax Service.` Additionally, we find that the influential factors on the possible numbers of smart work when the prerequisites are satisfied are a little different from under current conditions. Especially, these factors are highly influenced by the characteristics of its demographic composition of its employees in National Tax Service than `Ministry of Employment and Labor.` Based on these empirical results, we provide the policy implications of smart work in the later part of this paper.
