이 연구의 목적은 2014년부터 정부가 처음으로 실시한 스포츠산업 창업지원 사업의 성과와 과제 등을 질적연구방법 중 사례연구를 통하여 사업운영자들의 사실적 경험을 통해 나타난 문제점 등을 근거로 정부 스포츠산업 지원사업의 발전적 제안을 하기 위한 것이었다. 연구목적을 달성하기 위하여 준거적 선택방법으로 스포츠산업 창업지원 사업에 참여한 경력이 있는 책임자급 7명을 연구의 표본으로 선정하여 참여관찰, 심층면담으로 사례연구를 실시하였으며, Creswell(2013)의 질적연구 자료분석 방법 6단계를 이용하여 다음과 같은 연구결과는 얻을 수 있었다. 그 결과의 첫 번째는 정부의 스포츠산업에 대한 새로운 방향을 제시하였으며, 두 번째로, 스포츠산업과 ICT분야와의 융·복합 시장에 대한 새로운 장르를 개척한 것으로 나타났다. 그리고 본 지원사업의 문제점으로는 교육생 모집 및 너무 지겨운 교육과정과 비지속적인 운영기관, 창업 아이디어 심사의 비전문성 및 비현실적인 창업지원금, 정량적 성과평가 독촉 등으로 나타났다. 또한, 금후 본 사업에 대한 과제로서는 창업 아이디어 사전 필수제출을 폐지하고, 교육과정에 대한 차별화 실시와 지역 센터의 지속운영 및 아이디어 심사위원들의 전문성 확보, 그리고 창업지원금 규모의 현실화와 단계별 심사를 통한 추가 지원 프로그램 실시 및 정량적 성과 독촉 자제 등으로 나타났다

The purpose of this study has been to identify the achievements and challenges of the government `s first start-up support project since 2014. In order to accomplish the purpose of the study, we selected 7 managers who have experience in the project and conducted a case study with participation observation and in-depth interview. The results of the study using the qualitative research data analysis method were as follows. It presented a new direction for the government`s sports industry and pioneered a new genre for the mixed market of the sports industry and the ICT sector. Problems include recruitment of trainees, too tedious training periods, non-continuing operating organizations, non-expertise in examining start-up ideas, small start-up grants, and quantitative performance appraisal. The tasks were to abolish the mandatory submission of entrepreneurial ideas, to differentiate the curriculum, to secure the professionalism of the idea evaluation committee members and the continuous operation of the regional center, to implement the additional support program through the realization of the start-up grants and refrain from urging on quantitative performance.
