이 글에서 연구자는 자유학기제 정책과 관련하여 다음과 같은 세 가지 작업을 수행하였다. II장에서는 정책 성안과 실행의 내부자적 관점에서 자유학기제 정책의 등장과 전개 과정을 회고와 반성의 형태로 기술하였다. 첫째, 정책의 등장 과정, 둘째, 정책의 주요 내용, 셋째, 정책의 확대 과정, 넷째, 정책의 성과를 살펴보았다. III장에서는 자유학기제 정책의 실행 과정에서 대두된 주요 쟁점들을 회고하면서 분석하였다. 첫째, 진로교육 대 수업혁신, 둘째, 필기시험 폐지 대 유지, 셋째, 중학교 대 고등학교, 넷째, 절벽효과 대 연계효과의 쟁점들에 대해 살펴보았다. IV장에서는 자유학기제와 국어과 교육의 관계를 2015 개정 국어과 교육과정과 관련하여 살펴보았다. 자유학기제의 독서와 토론 수업의 강조가 2015 개정 국어과 교육과정에 어떻게 반영되었는지를 살펴보았다. 이 연구를 통해 밝혀진 내용들은 자유학기제와 유사한 성격을 지니는 새 정부의 고교학점제 정책의 실행에 많은 시사점을 줄 수 있을 것으로 기대된다.

This thesis aims to describe, analyze, and examine the free-semester program and its various related challenges. Section II retrospectively describes the introduction and implementation of the free-semester program from an insider`s point of view. The section also examines the program through its introduction, content, expansion, and results. Section III retrospectively analyzes the main points of contention that arose during the implementation process of the program. It explores arguments over whether to emphasize career education or class innovation, whether to continue to implement or abolish written exams, whether to implement the program in middle schools or high schools, and whether the program results in the cliff effect or the liaison effect. Section IV examines the relationship between the free-semester program and Korean language education with respect to the revised Korean Language Curriculum of 2015. It examines how the program`s emphasis on reading and discussion classes was reflected in the revised curriculum. The results of this thesis will provide an insight into the new government`s high school credit policy, which has characteristics similar to the free-semester program.
