본 연구는 보육서비스를 제공하는 운영주체에 대한 시민들의 선호와 이에 영향을 미치는 요인을 탐색적으로 분석하였다. 복지영역의 정부역할에 대한 국민들의 태도는 그 동안 `자기이해→가치→평가 정향`으로 영향요인들이 확장되면서 연구가 이루어져왔다. 본 연구는 복지정책의 한 분야로서 보육서비스 제공 주체에 대한 국민들의 선호 역시 복지에 대한 국민태도와 유사한 경향을 보일 가능성이 있다고 보았다. 이러한 이론적 논의를 바탕으로 모형을 구성한 후, 국민들을 대상으로 한 서베이 결과를 분석하였다. 분석결과를 살펴보면, 직장어린이집과 국공립어린이집에 대한 선호가 매우 강하게 나타났다. 또한 영향요인에 대한 결과에서는 일부 요인은 복지정책에 대한 태도와 유사한 방향으로 나왔지만, 특히 성별에 따른 차이가 크게 나타났다. 이러한 결과는 정책적 측면과 이론적 측면에서 함의를 가진다. 정책적 측면에서는 그동안 정부의 보육정책이 국민들의 요구와 부조화를 이루고 있는 상황임을 보여준다. 따라서 직장어린이집 확대를 위한 정부의 개입과 국공립 어린이집 확충의 필요성이 제기될 수 있을 것이다. 다음으로 이론적 측면에서는 정부역할에 대한 국민태도 논의가 보육서비스 제공 주체에 대한 논의에서는 다른 방향의 가능성이 있을 수 있다는 점을 보여준다. 따라서 관련 이론의 확장 가능성을 제시할 수 있을 것이다.

This study conducted an exploratory analysis of the citizens` preferences for the operators providing childcare services and the factors affecting them. Studies have been conducted on the factors affecting the people`s attitudes toward the government`s roles in the area of welfare as they expand from self-interest through value to evaluative orientation till now. This study composed a model, bearing in mind the possibility that the people`s preferences for the subjects that provide childcare services as one area of welfare policies, too, might show a tendency similar to the people`s attitudes toward welfare and analyzed the results of a survey with the people. To examine the results of the analysis, there were strong preferences for workplace childcare centers and national/public childcare centers. In addition, as a result of an analysis of the influence factors, some factors turned out to be similar to the attitudes toward welfare policies, while there was a bigger difference according to gender than any other factors. These analysis results can show that the present government`s childcare policies mismatch with the people`s demands, and in terms of theory, it could be found that the discussion about the attitude toward the government`s roles may be in a different direction in the discussion about the subjects providing childcare services. Thus, it would be necessary to conduct an additional discussion about the expansion of the related theoretical discussions and policy implications on the government`s intervention for the expansion of workplace childcare centers and the expansion of national/public childcare centers.
