이 연구는 정책 네트워크 이론을 적용하여 수도권매립지에 관한 정책형성과정에서 발생한 갈등사례를 분석하였다. 수도권매립지는 1992년부터 현재까지 수도권에서 발생한 대부분의 매립폐기물을 처리한다. 이 매립지는 2016년 12월 31일에 종료될 계획이었으나, 서울시·인천시·경기도·환경부 등의 정부기관들이 2015년 6월 28일에 사용연장에 합의하였다. 갈등을 보이던 서울시와 인천시는 이 합의과정에서 협력관계로 변화하였으나, 지역주민들은 이 합의에 반발하는 양상을 보였다. 이 연구는 질적 자료를 이용하여 수도권매립지에 관한 공사 이해관계자들의 네트워크 유형을 분석하기 위해 이 사례를 세시기로 나누었다. 분석결과, 이 매립지의 사용연장을 반대하였던 인천시가 찬성으로 변화하면서 협력관계에 있었던 민간 이해관계자들을 정책 참여에서 제외시키려고 하였다. 이에 대하여 민간 이해관계자들은 조직화를 실시하여 정부의 정책형성과정에 참여하려 하였으나 수용되지 못하였다. 이로써 정부가 관민 간의 갈등에서 당사자가 될 경우 민간의 정책 참여를 부정하는 경향이 있다는 점을 확인할 수 있었다. 한편 수도권매립지의 연장사용에 대하여 시민들의 반대가 지속되고 있음에도 인천시의 입장이 변화된 이유는 매립지의 사용이 종료가 된다면 수도권 정부기관들의 협력 시스템 붕괴를 우려하였기 때문인 것으로 파악되었다. 수도권매립지 사례는 공공갈등에서 정부가 당사자가 될 경우 관민협력보다는 정부간 협력을 우선시하는 행태를 보이는 특징적 사례로 남는다.
Applying policy network theory, this paper analyzes the public conflicts surrounding the Seoul Metropolitan Landfill site. This landfill site had been handling most of the landfill wastes from the Seoul metropolitan area since 1992 but this function was scheduled to end by December 31, 2016. One and half years before this scheduled closure, however, four government agencies--Seoul Metropolitan Government, Incheon Metropolitan City, Gyeonggi Provincial Government, and Ministry of Environment--agreed to extend the period of the landfill site service. This extension was possible as Incheon City changed its position from the initial decision of closure. In so doing, the City government tried to exclude private stakeholders, once considered policy partners to cooperate, from participating in decision making process. Citizen and resident groups mobilized themselves to secure their place but to no avail. This case confirms the tendency that government is defensive toward citizen participation when it becomes a negotiation party with civil society actors. The Incheon City Government officials chose to accommodate to the needs of other neighboring local governments concerning about the collapse of inter-governmental cooperation. This Seoul Metropolitan Landfill site service extension decision remains a characteristic case in which public officials prioritize intergovernmental cooperation over public-private cooperation.
