이 연구의 목적은 보편적 학습설계의 세 가지 철학적 질문에 대하여 탐구하는 것이다. 그 결과는 다음과 같다. 첫째, 의미에 관한 질문이다. 보편적 학습설계란 무엇인가. 보편적 학습설계는 모든 학생을 별도의 교육대상자로 간주하지 않고 다양한 특성을 가진 학습자에 포함하고, 모든 학습자의 특성과 요구를 고려하여 적절한 교육과정, 방법, 환경을 설계하고 학습에 참여할 동등한 기회와 방법을 보장하는 것이다. 간단히 말하면, 보편적 학습설계는 모든 학습자를 위한 학습설계 개발의 원리(틀), 가이드라인, 체크리스트이다. 둘째, 정당화에 관한 질문이다. 보편적 학습설계는 필요한가. 모든 학생을 위한 교육, 교육 평등의 실현, 통합교육의 목적 달성을 위하여 필요하다고 하겠다. 셋째, 논리적 가정에 관한 질문이다. 보편적 학습설계는 보편적인가. 여기서 보편적이라는 말은 성취/비성취, 장애/비장애 유무를 떠나서 모든 학생을 위한 학습설계로써 특수교육이 아니라 일반교육이라는 점과 특별한 학습설계가 아니라는 것 그리고 정상화 교육이라는 점에서 보편적이라고 할 수 있다.

The purpose of this study is to examine three philosophical questions of universal design for learning. The results are as follows. First, the question of meaning is what is universal design for learning. The universal design for learning is not an all-inclusive education for all students, but is included in the learner with diverse characteristics, and an equal opportunity to design and train appropriate courses, methods and environments considering the characteristics and needs of all learners. In short, universal design for learning is a framework for curriculum development for all learners. Second, the question about justification is whether a universal design for learning is necessary. It is necessary for the education for all students, the realization of educational equality, and the achievement of the goal of integrated education. Third, the question about logical assumption is that universal design for learning is universal. Here, universal means that education for all students, apart from achievement/non-achievement, disability/ non-disability, is general education, not special education. It is not a special learning design. And it is universal in that it is normal education of normalization.
