이 연구는 아동복지시설에서 운영하고 있는 독서 프로그램의 내용과 특성을 분석하고자 기획되었다. 아동복지시설의 독서 프로그램은 취약계층 아동들에게 큰 영향을 미치고 있음에도 불구하고 그간 교육과 사회복지 분야에서 모두 적절한 관심을 받지 못했다. 이에 이 연구에서는 유의표집과 눈덩이표집 방법을 활용하여 우수 사례로 평가받는 28개 사례를 조사하였다. 독서 프로그램의 내용과 특성을 확인하기 위하여 프로그램(운영계획서), 수업 관찰, 시설 종사자와 강사 면담 자료를 수집하였다. 이 연구에서 확인한 독서 프로그램의 기본 특성은 운영 체계, 운영자, 예산, 사례 측면에서 기술하였다. 아동복지시설의 독서 프로그램들은 소수의 아동과 장기간 자유롭고 창의적인 활동이 가능하다는 점에서 강점도 있으나, 1) 프로그램의 목표와 내용의 적합성 문제, 2)　목표-내용 간정합성 부족, 3) 프로그램 운영과 효과에 대한 평가 미비 등 각종 문제점도 확인할 수 있었다. 특히 독서 프로그램임에도 불구하고 독서 활동은 없거나 미비하고, 문화예술체험 활동이 과도하고, 외부 강사가 가져온 프로그램에 절대적으로 의존하는 시스템이 아동복지시설의 독서 프로그램이 갖고 있는 본질적인 문제였다.

This study examined 28 reading-specialized programs provided in child welfare institutions in South Korea. Various data including program syllabus, class observations, interviews(program lecturers and center-chairs), and fieldnotes were gathered and analyzed in two years. This study first found out major characteristics of reading programs in child welfare institutions, such as program operations and dual system by center-chair and program lecturer. Although reading programs in child welfare institutions had many strengths based on the small group of children and the possibility of flexible and creative reading activities, most programs had many fundamental issues and problems, especially mismatch between the goal and the contents of the program and the lack of reading activities. Unpacking embeded issues in reading programs in these institutions, some ideas and suggestions to enhance the quality of program were suggested.
